Chinese manufacturing industry (MI) should passively accept various TSs established by developed countries in the international trade as a result of the low level of TSs. According to the status quo, the existing problems in Chinese MI and their causations is investigated in this paper. To realize Chinese Mi's TSs strategy, the strategy of restructuring management system should be fulfilled immediately, also TSs strategy should be integrated with IPRs (intellectual property rights) strategy and technological innovation (TI) strategy. This article models the supply chain management with a proposed tri-echelon theoretical framework, showing that it can be transformed into Lorenz equation of state under certain conditions and chaos arises. This article moves one step deeper into the causes and negative impacts of bullwhip effect in a supply chain chaos system. The radial basis function (RBF) neural network parameter - training approach is utilized to dampen bullwhip effect and the methodology is presented for the design of chaos synchronization controller in this article. The second objective is to minimize the probability that proposals belong to the same organization be packed into one package. A weighted sum method is applied to treat multiple objectives. Then, a genetic algorithm with sequence encoding and PMX crossover is developed to solve this model. In other words, the cost under each scenario must be within 100(1+p)% of the optimal cost for that scenario. For small p, there may be no p-robust solutions for a given problem. Thus, p-robustness adds a feasibility issue not present in most other robustness measures. The results show that LW estimation can solve choice of the parameter m compared to LP regression, and neglect intraday effect of high frequency data, which can prove the scale invariability of long memory.
