It is assumed that the interference is sufficiently random (arbitrary number of tones, frequencies, phase, etc.) in each hop interval that notch filtering is impossible. The key element is the use of real-time autocorrelation devices. It is shown that, compared to the unacceptably poor performance of a radiometer, almost perfect performance can be achieved in the absence of thermal noise. The earliest techniques used in channel evaluation exploited vertical incidence pulse sounders (VIS) and these devices are still being used for some applications. An oblique incidence sounding technology has also been developed employing both pulse and chirp waveform approaches. There are a variety of RTCE devices which are identified in the paper but the major emphasis is placed on the OIS chirp sounder. Using this device as a canonical channel evaluator, the implications for global, theater, and local HF resource management may be addressed. As one might suspect, there are both advantages and disadvantages which may accrue from construction of a sounder network. Issues include: data applicability, data collection and dissemination, network size and cost, network ECM vulnerabilities, optimum network architecture, and system component reliabilities to name a few. These standardized procedures, developed to function in the relatively benign environment of public/common carrier networks, offer significant advantages over the previously employed character-oriented protocols(e.g., AUTODIN Mode I). However, in the severe tactical communication environment of high bit error rates (worse than 10-4), long propagation delays (tactical satellite links), and limited resources (small buffer sizes and limited processor capabilities), the standard ARQ techniques of these protocols cause buffer congestion and significant loss of data thereby seriously degrading system performance. This paper summarizes the performance constraints on tactical data communications. Performance predictions based upon prior analytical work on the ADCCP protocols are presented and used to validate the performance results of a computer simulation of a tactical data communications link. Performance degradation as a function of increasing BER and propagation delay is graphically protrayed. A modification to the standard ARQ techniques is then proposed. Results of this \"hybrid\" protocol's simulation, verified analytically, show significant efficiency improvement and, consequently, enhanced system performance. Implications for the entire communication system are then addressed. This paper reports the investigations conducted within a single DoD activity. Considerable effort has been expended toward upgrade of the back-bone transmission systems, networks and technical control facilities. Until recently, minimal effort has been directed toward the base access area. This paper outlines base communications problems, test and fault isolation needs, and solutions derived in a recent study of access area communications. DTDMA is currently being implemented as the U.S. Navy's Joint Tactical Information Distribution System (JTIDS) in a full scale development program. This effort is under contract to TADCOM, a joint venture of ITT Avionics Division and Hughes Aircraft Company. JTIDS is a spread spectrum system which supports concurrent multi-CNI function (Communication, Navigation and Identification), multi-terminal and multi-net operation. Efficiency, flexibility and high jamming resistance is obtained by utilizing in its design the three ambiguities of signal space: time, frequency and code; and also sharing terminal resources among all of the functions (integrated CNI system). The performance characteristics of the ACLPFs using various modified least mean square (LMS) algorithms are quantified in a form useful for design applications. The results indicate that the modified algorithms offer extra design freedom in obtaining desired system performance goals. The additional design freedom, in many cases, results in a better overall system design which eliminates implementation difficulties and provides flexibility in selecting design parameters. Numerical results are presented to illustrate the design concept introduced. Computer simulation results are also given corroborating the analytical conclusions. Navy HF communications in a shipboard environment can be limited by the ability of the receiving subsystem to cope with self-interference caused by simultaneously operating, collocated high power transmitters. In existing shipboard RF architectures, the limited dynamic range of the receiver is accommodated by frequency management and the use of tuned multicoupler or preselector equipment that provides isolation from high level fundamental signals. Although these methods are effective, they constrain spectrum access, frequency agility and instantaneous bandwidth characteristics essential to the introduction of jam and intercept resistant waveforms. A new wideband RF architecture using adaptive interference cancellation is being investigated to overcome these constraints. The adaptive interference canceller (AIC) processes samples of each transmitted signal in a manner such that when delivered to the receiving subsystem, the processed sample cancels the signal that propagates from the transmitting antenna to the receiving antenna. This paper addresses testing of an experimental AIC referred to as the Ship Test Set (STS), that is capable of cancelling a single fundamental signal. The paper discusses testing conducted aboard the USS AINSWORTH and at NRL's Pomonkey Test Range. The signal to be tracked is assumed to be PSK modulated by data, and carrier-phase incoherent. The correlators consist of the usual correlator circuit with realizable filters inserted in each input arm. In the proposed design technique, the tracking loop's effective signal-to-noise ratio is optimized by filter design for operation in the presence of strong colored interference of known spectral content.
