This study addresses this gap by drawing on 94 semi-structured, in-depth interviews with journalists and peripheral actors in Kenya’s urban and rural areas. Specifically, we examine how Kenyan journalists and peripheral actors engage with GenAI, how they believe it should be used in newsrooms, and how their practices and perspectives shape journalistic adaptation. The quantitative turn, referred to as datafication, has been an integral part of journalistic organizations for decades, while continuing to raise fundamental challenges for management. This paper examines how datafication is perceived when evaluating and being evaluated through data. Drawing on 25 interviews and 61 open-ended survey responses from a public-service media organization, we show how data becomes institutionalized in everyday work through organizational routines, technologies, and discourses that render data ‘taken-for-granted’. At the same time, its enactment in managerial practices remains uneven. Despite shared access to analytics, managers diverge in how they incorporate data into evaluation and feedback, resulting in inconsistent practices in the same organization. This study addresses that gap through 15 focus groups, adopting a user-centred approach to explore how local communities engage with and interpret the world through local journalism. We move beyond a fixed geographic definition of “locality,” conceptualizing local media as fluid entities that relate to dynamic concepts such as “social cohesion.” The findings show that while there is a strong appetite for local news, audiences frequently experience the landscape as fragmented and overwhelming, making it difficult to access the information they need. Furthermore, the study highlights a desire for reporting that goes beyond surface-level, day-to-day coverage.
