Furthermore GL producers do not all bring the same “dowry”: they have neither the same resources, nor the same information policy. Inspired by such considerations the Italian reference centre of SIGLE (System of Information on Grey Literature in Europe), has based its activity on the Cupertino with GL producers. To achieve this aim the Centre has evolved from a merely receptive role, consisting of pure and simple acquisition and bibliographic treatment of documents, to an active role, in order to control the very process of document production by exerting a consulting function on bibliographic aspects. In other words is the Centre that places itself at disposal of producers to solve all the problems connected with their participation in the SIGLE database. As an example of this policy the paper describes the interaction between the SIGLE Italian reference centre and the Library of Italian Chamber of Deputies which produces the database LEGO, which stands for Grey Literature Online, containing non commercial, official and administrative documents, produced and/or acquired by the Library since 1993. The consulting activity developed by the centre has allowed a fast and efficient acquisition of the document stored in LEGO. The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA)and its reauthorization in the Transportation Efficiency Act of 1998 (TEA 21 ) have focused stronger attention on the need to encourage innovation, identify and facilitate partnerships, identify core research and provide assessment criteria. This has resulted in increased awareness that information is key to accomplishing these goals. The importance of international materials is now seen as critical to efficient utilization of knowledge. Reports a survey of 12 European transportation centers in nine countries during 1998. In this document, we evaluate the prospects for electronic publishing of economics preprints using an inventory of material available from institutions’ web sites. While this abstract may be sufficient for some applications, an in‐depth use or analysis is likely to require the supporting layers from the pyramid. Describes how “buckets” have been developed to preserve this pyramid of STI. Buckets provide an archive‐ and protoeol‐independent container construct in which all related information objects can be logically grouped together, archived, and manipulated as a single object. Furthermore, buckets are active archival objects and can communicate with each other, people, or arbitrary network services. Buckets are an implementation of the Smart Object, Dumb Archive (SODA) DL model. The international Mine Ban Treaty was signed on March 1, 1999 after serious use of the Internet to communicate how critical this was to global safety. The methods of sharing information between foreign governments and being able to track this critical communication is central to understanding how the treaty gained visibility and how NGOs created coalitions to assure the success of this work.
