The conference focused on the prospects for cooperation between Russia and China in the new geopolitical situation, particularly in the field of legal regulation of the digital economy. Data protection, cooperation in such areas as financial technologies, regulation of artificial intelligence and digital platforms, and cybersecurity were the key topics for discussion. Through the exchange of experience in the legal regulation practices in the digital space, Russian and Chinese academics demonstrated the high potential for cooperation between the countries. {"title":"Long-term preservation of legally significant electronic document","authors":"A. Solovyev","doi":"10.18254/s278229070024080-4","DOIUrl":"https://doi.org/10.18254/s278229070024080-4","url":null,"abstract":"The article discusses the problem of ensuring the long-term preservation of legally significant electronic documents (LSED). An overview of the problem and existing options for solving it are provided in the article. The paper frames a formal problem of ensuring the long-term preservation of legally significant electronic documents as an optimal control problem under conditions of parametric disturbances. This study briefly outlines the problems that arise when organizing the long-term preservation of electronic documents. The author also proposes documents safety indicators through documents and mathematical models for assessmentof the overall document safety. The study has resulted in development of algorithms that allow, being implemented in the form of software and hardware, to control and organize security. Examples of the practical implementation of the proposed approaches within the framework of large information systems are provided alongside with their advantages. Implementation of suggested approaches can potentially make it possible to comprehensively solve the important scientific and technical problem of organizing the long-term preservation of legally significant electronic documents. The study provides an overview of certain aspects of digital justice, requiring the state to ensure equal technological accessibility and elimination of digital inequality among participants of the judicial process. The explosive growth of the NFT market has led to close attention of both regulators and market participants to the problems of legal regulation of the turnover of these digital assets. The lack of a legal definition gives rise to problems related to the delimitation of NFTs from other digital assets named in the legislation. This article examines the legal nature of NFTs, distinguishes them from securities, digital rights, digital financial assets, digital currencies and utilitarian digital rights. The author analyses the draft law on NFT and draws conclusions about the prospects for legal regulation with special emphasis on the legal problems of acquiring NFTs. The application of the analytical method contributed to a comprehensive study of foreign experience of legal regulation.\u0000Results: a legal analysis of the competitive environment prevailing in the banking services market under sanctions was carried out. A characteristic feature of modern economic processes and legal relations is the introduction of innovative technologies that radically change the business models of the functioning of business entities. Innovations also affected the financial sector of the economy, in particular, the banking services market. In the context of the crisis of the banking system, companies began to appear that provide services similar to banking, based on advanced information technologies and software solutions. Such companies have become participants in competitive relations in the banking services market, being a serious alternative to credit institutions with a standard set of banking services.\u0000The novelty of the research is that a comprehensive analysis of the legal mechanisms of the competitive functioning of the banking market in the context of sanctions has been carried out. These technological solutions may allow not only improve the quality and efficiency of teaching in individual disciplines but also contribute to the creation of a collaborative environment for the professional community for scientists and educators. One of the technological solutions this article points out is the creation of a scientific journals network on the editorial and publishing platform JES (“Journal of Education and Science”). The functionality and the modular structure of the JES platform can be actively used in the educational process for testing and development of educational and methodological literature within electronic library systems, such as SOCHUM. The platform can as well become a repository for a variety of online courses and other digital products. Based on the examples outlined in the article, it is claimed that digitalization requires advanced information and communication technologies to become an integral part of the education system, allowing the creation of new educational modes and techniques to enhance student learning.
