This power is represented demonstrates the necessity of the change in the process of nominating candidates for the position of head of the subject. It is shown that in the set of val-ues and attitudes, both practices and attitudes toward professional and productive mobility are rather weakly expressed, there is mainly pragmatic motivation for professional activities, a focus on stable, albeit small, earnings as opposed to risky financial and economic strategies and practices; privacy and rejection of civic activity. The findings evidence the dominance of conserva-tive life strategies, the stability of sociocultural patterns, which dictate the need for maximum distance from power and mistrust towards social institutions. According to the author, in the Declaration of the rights of the working and exploited people, titular and substantive discrepancies mediating human rights risks are obvious. In addition, it uses terms that lead to quantitative and qualitative ambiguity in the range of recipients of subjective rights and freedoms, their minimum consolidation in connection with the provision of workers ' power over exploiters or other political attitudes, as well as language designed for good purposes, but to a greater extent creating dangerous conditions for the rights and freedoms of the individual.
