The blocking constraint models the lack of storage capacity whereas the constraint of No.-wait appears when two consecutive operations should be performed without interruption. Jobs must be transported between machines by different handling robots. In this type of problem, deadlock situations where the system becomes paralyzed may appear. In this paper, we present a method based on graph theory which helps prevent the blocking states during schedule construction. The calculation of transportation operations starting times is also illustrated. The present paper aims at the realization of a monitoring Web-Based Decision Support System communicating with a Wireless Sensor Network for irrigation scheduling in developing countries context. The system goes further and supports the farmer for restructuring agriculture land using Geographic Information System maps and provides the information needed as the climate and soil measures referring to mathematical methods and algorithms as the Food and Agriculture Organization's Penman-Monteith method. The purpose of this method is to ensure high accuracy and low computation time, by dividing the image into a set of blocks instead of treating the whole image. For mitigating the blocking artifact involved in the reconstruction process, we propose a new approach based on block Reconstruction using a Global Overlapping Block and Exact Legendre Moments computation (GOBRELM). A typical comparison of the proposed method with the conventional ones concludes to very impressive and promising results concerning image quality and time consuming. The main motivation of the proposed approach is to allow fast and efficient reconstruction algorithm, with improvement of the reconstructed image quality and time consumption. The best way to improve a heterogeneous WSN lifetime is to regrouping the network by the clusters which each one is managed by a leader called Cluster Head. The election of cluster head is based on a predefined probability that each node becomes cluster head and other nodes must join their Cluster Heads to send them their data. These cluster members can be closer to the base station and must send data to their manager, so there is a loss of energy in the network. In this paper, we propose a new technique to improve a threshold distributed energy efficient clustering protocol for heterogeneous wireless sensor networks by excluding the closer nodes to the base station in the clustering process. However, this field of research remains unexplored for Arabic information retrieval (IR) despite of the non diacritical text and the rich morphology of Arabic language which complicate the retrieval process. In this paper, we propose to boost the Arabic information retrieval performance by using proximity information. Our aim is to evaluate proximity features for Arabic language in order to go beyond the bag-of-words, and to overcome the problems related to text preprocessing. We investigate several state-of-the-art proximity models, including the Cross-Term model (CRTER), the Markov Random Field model (MRF), the divergence from randomness (DFR) multinomial model, and the Positional Language Model (PLM). For preprocessing purposes, Khoja and light stemming algorithms have been used. Experiments are performed on the Arabic TREC-2001/2002 collection using Terrier IR platform. Discrete cat swarm optimization algorithm (CSO) consists of two modes, which are: the seeking mode when the cat is resting and the tracing mode when the cat is hunting. These two modes are combined by a mixture ratio.
