However those methods are not able to produce accurate results when objects are too close or when occlusions happen since the result is generally a single big blob which contains all the different objects. In this paper we propose a novel and efficient moving object detection enhancement method. Indeed, by using the results of the previous iteration tracking we are able to keep a correct number of moving objects by removing useless blobs and by splitting those which contain more than one tracker. The method finds the minimum Euclidian distance between an input patch (pattern) and atoms (templates) of a learnt-base dictionary for different classes to perform the classification task. A mathematical approach is developed to map the sparse representation vector to Euclidian distances. We show that the highest coefficient of the sparse vector is not necessarily a suitable indicator to classify input patches, and it results in classification errors. The K-SVD dictionary learning method is utilized to separately create class specific sub-dictionaries. The proposed algorithm is compared with the conventional sparse representation classification (SRC) framework to evaluate its performance. We first study the QoE issues in Scalable Video Coding (SVC) adaptation by constructing a QoE assessment database. We derive the optimal scalability adaptation track for individual video and further summarize common scalability adaptation tracks for grouped videos. A rate-model is developed for SVC adaptation and is employed in designing an efficient resource allocation solution for SVC streaming over multiuser MIMO-OFDM systems. Specifically, time-frequency unit assignment, power allocation, and modulation selection are jointly optimized to maximize users' QoE. At any given bitrate, perceived visual quality can be improved by employing region-of-interest (ROI) coding, where higher encoding quality is judiciously applied only to regions close to a viewer's focal point. Straight-forward matching of viewer's focal point with ROI coding using a live encoder, however, is computation-intensive. In this paper, we propose a system that supports ROI coding without the need of a live encoder. The system is based on dynamic switching between two pre-encoded streams of the same content: one at high quality (HQ), and the other at mixed quality (MQ), where quality of a spatial region depends on its pre-computed visual saliency values. Distributed source coding (DSC) frames are periodically inserted to facilitate switching. Using a Hidden Markov Model (HMM) to model a viewer's temporal gaze movement, MQ stream is pre-encoded based on ROI coding to minimize the expected streaming rate, while keeping the probability of a viewer observing low quality (LQ) spatial regions below an application-specific ϵ. At stream time, the viewer's gaze locations are collected and transmitted to server for intelligent stream switching. In particular, server employs MQ stream only if: i) viewer's tracked gaze location falls inside the high-saliency regions, and ii) the probability that a viewer's gaze point will soon move outside high-saliency regions, computed using tracked gaze data and updated saliency values, is below ϵ. Short-length Luby Transform (SLLT) codes are often employed to offer necessary rateless or universal erasure protection. Nevertheless, a proficient method for finding the optimal degree distributions of SLLT codes is still missing although the asymptotic behaviors of infinite-length LT codes have long been deduced. In this paper, we propose a practical approach to find the optimal degree distributions of LT codes with arbitrary input block lengths. Our approach starts with a new fitness model for the LT codes based on three performance measurements: their coding overhead ε, decoding failure ratio r and failure probability p. We then employed the exponential natural evolution strategy (xNES) along with a suitable choice of initial degree distribution and a proper transformation between the genotypes and the phenotypes to search for the optimized degree distributions. The optimized SLLT codes designed using this approach far outperforms the ones obtained through asymptotic approximation. As an example application, we constructed a family of rateless convolutional UEP codes using these optimized SLLT codes as the rateless postcodes. These codes offer superb universal unequal erasure protection to wireless H.264/SVC broadcasting with only 16%-20% coding overhead. This design exercise, however, made clear the necessity of matching the rateless erasure correction capability of the SLLT postcode with the error-rate sensitive UEP capability of the convolutional precode. Traditional enlargement algorithms such as linear or cubic interpolation have been applied in many applications. However the performance of these approaches is limited by artifacts such as blurring and jagged edges. More sophisticated iterative and learning-based algorithms have been proposed to address these issues, but they typically involve very high computational complexity. We present an adaptive covariance-based edge diffusion (ACED) image enlargement method that offers both good performance and low complexity. Different from other edge-directed interpolation algorithms, the proposed method uses combination of a novel edge-directed judgment which can choose different spread templates adaptively to estimate local covariance coefficients and edge diffusion to reduce artifacts. Rateless codes are an attractive application layer forward error correction solution due to their flexibility and capacity-approaching performance. The original rateless codes were developed for the delivery of equally important information. In many multimedia applications, some data symbols are more important than others. Unequal error protection (UEP) designs are attractive solutions for such transmissions. However previous UEP rateless code designs were aimed for coarsely layered sources and might exhibit poor performance for fine-grained progressive coding. The main objective of this paper is to introduce a more generalized coding scheme, parameters of which can be tailored for progressive multimedia transmission. We present the optimization of a generalized rateless code using two different progressive source transmission protocols. In a recent work [1], an optimized solution for tone mapping and inverse tone mapping of HDR images is achieved in terms of mean square error (MSE) of the logarithm of luminance values of HDR image pixels for backward-compatible compression. A disadvantage of this approach was to use non uniform luminance values according to Human perception for minimization, which causes quite non-natural over-illumination in the produced LDR images. In this paper, we propose to use perceptually uniform luminance values as an alternative for the optimization of tone mapping curve. The system contains three major modules, PTU (pan-tilt unit) camera control for surveillance video capture, cross-layer control for data compression and transmission, and error concealment for video quality enhancement. Our contribution is twofold. First, a system design for data collection and transmission over wireless networks is presented and is evaluated with physical surveillance equipments. The camera is capable of following the moving target according to the control information. The end-to-end distortion estimation in the delay constrained video coding process takes into account the dynamic channel condition and physical layer modulation and coding scheme (MCS) to determine optimal coding and transmission parameters.
