The place and role of rationality in the modern knowledge economy (digital economy) functioning, ensuring its proper efficiency and preparing the economy of Ukraine for the creation of the fifth and sixth waves of innovation are investigated in the article. It is proved that rationality is a phenomenon of Western culture, it has a historical character and it is directly related to a specific type of culture, being one of its highest values. Special attention is paid to the analysis of a relationship between rationality and science and to the study how particular type of science influences on the content of rationality and the style of rational thinking. The comprehension of the historical-systemic approach to understand the nature of scientific rationality impact on the effectiveness of economic systems is also in focus of study. The research results showed the extremely complex character of the relations between rationality and efficiency in economic systems of macro- and global levels in the conditions of their functioning on the basis of post-non-classical science. It is illustrated that in such objects, which, as a rule, are open human-mannered systems with nonlinear feedbacks, it is quite problematic to achieve a concordance in time of the optimal level of rational and efficient functioning, and even more in the long run. Hence, it is proved that this fact in no way denies the existence of scientific rationality as a separate type of rationality, which is often described by some philosophers and scientists-representatives of post-non-classical science. The article presents the innovative approaches to the restructuring of the grape and wine industry enterprises. The purpose of research is a detailed and systematic review of current problems of restructuring of the grape and wine industry enterprises; substantiation of cluster creation as one of the promising directions of external restructuring. The subject of research is the restructuring of the grape and wine industry enterprises. The methodological basis is: researches of domestic and foreign scientists in the field of enterprises restructuring, legislative and regulatory acts of Ukraine. In researching and analyzing the problematic issues of the article, the following general scientific technique and methods of research were applied: logical – concept of «enterprise restructuring», a comparative assessment – in the study of modern approaches to restructuring; historical – in the study of the stages of evolution of the enterprise restructuring concept; statistical analysis – in determining the problems, tendencies and prospects of the grape and wine industry enterprises development. Various approaches regarding the definition of enterprise restructuring essence, as well as the main stages of evolution of enterprise restructuring concept and their characteristics, are presented. The availability of many approaches to the restructuring definition, their generalization, allowed us to determine the main characteristics of the restructuring process in a complex and present them in the classification form. Possibilities of theory synthesis of international economic integration and cluster concept in economic area virtualization environment are revealed. Cluster approach is proved to be the most efficient mechanism to develop cross-border economic relations and represents, finally, a meso-level of competitive international integration systems and mandatory condition of quality advance for Ukrainian European integration. The essence and inner interrelations of cross-border network cluster are investigated as the growth factor of the European region competitiveness under the conditions of intensifying the integration processes and the necessity of enhancement of the role of periphery regions’ economy in the framework of cross-border cooperation. Within the context of European Union regional politics the strategic priorities of the spatial development of the European regions are stated on the basis of self-organization of “hybrid” network quasi integration institutions. The article systematizes and provides of «internal control» concept definition (a powerful mechanism of measures or approaches aimed at the of development and implementation effectiveness of management decisions at the enterprise with the purpose of comprehensive and impartial control at a certain level to ensure receipt (increase) of income or improvement (stabilization) of enterprise’s financial condition). The main elements of the current system of internal control (the internal environment, subjects and objects of internal control system, means of internal control, internal control functions) are generalized and such a separate element as an «external environment» is highlighted. A number of factors that influence on internal control of large, medium and small enterprises (the composition of organizational structure, the volume of activity, the attitude of the company’s management to internal control, financial position of the enterprise) are determined. The main functions of internal control (information, diagnostic, communication, evaluation function) are systematized and a combined function of internal control, such as coordination and corrective, is proposed, which will allow for timely and efficient management control at the enterprises.
