Based on household surveys conducted both before and after resettlement, we estimate changes in water use and benefits among households of 4 resettled villages. Results show that access to domestic water supply as well as water consumption have significantly improved after resettlement, while river-based livelihoods have for the most part been adversely impacted by the conversion of the Nam Gnouang River into a hydropower dam reservoir, and subsequent loss of riverbank gardens and the overall change in the ecosystem. In particular, the sources of income have become concentrated to much fewer options than before resettlement, with some households more specialized in fisheries than others. Our results represent a transitional state of economic activities by rural communities immediately after resettlement, rather than a fully evolved livelihood portfolio in a new environment. However, the results from the present study suggest that there is considerable potential for the development of small-scale aquaculture in the <em>Garo</em> community. The Delphi method identified a number of factors that would contribute to the development of aquaculture in the <em>Garo</em> community, including favourable water resources, economic profitability, suitable climatic conditions, access to inputs and the availability of labour. Survey results imply that small-scale aquaculture could bring wider benefits to the <em>Garo</em> community in terms of livelihood opportunities, food security, poverty alleviation, socioeconomic development and environmental sustainability. Despite potential benefits, the present study identified various social, economic, technical, environmental and institutional constraints for small shallow water aquaculture in the <em>Garo</em> community. However, rainfall variability and water access continue to limit agricultural production of most of the smallholder farming systems of the country. Our goals in this paper are: (i) to review the evolution of AWM development with respect to the technologies promoted, while emphasizing the context, approaches, investments and outcomes; (ii) to explore the linkages between the evolution of AWM projects, their outcomes and their impacts on rural livelihoods; and (iii) to provide recommendations to enhance the impact of new development initiatives. Between 1970 and 2009, 195 bilateral and multilateral AWM projects were implemented in Burkina Faso, corresponding to an investment of US$ 641 million.The study of the evolution of these projects allows one to assess the reasons for their success or failure. While projects involved many technical solutions, their actual impact on livelihoods is debatable. Calow","doi":"10.1016/j.wrr.2014.04.001","DOIUrl":"https://doi.org/10.1016/j.wrr.2014.04.001","url":null,"abstract":"<div><p>Data from a highland to lowland transect in the Oromia Region of eastern Ethiopia show that household water use is minimal, regardless of presence of improved sources, and variations in use are driven by interactions of poverty and rainfall variability. In the dry season, when many sources fail, use for hygiene drops perilously, particularly among poor households, as collection times rise and coincide with high demands for wage labour. Providing sufficient water for livestock is also a struggle for poor agropastoral households. Poorer households use less water because they have less labour for water collection and fewer storage and transport assets. Labour shortages also make nearer, unsafe sources preferable to more distant protected schemes. The health and livelihood benefits of improved water access depend on continuous use of sufficient safe water, by all, but we have limited knowledge of actual water use patterns. This paper aims to help address this gap, and documents intra-community inequities and seasonal variations in water access. These organizations provide water to more than 60% of the country’s rural population, but there is great disparity in the quality of water provided. Using a Generalized Ordered Logit regression and data from 41 villages, we studied how characteristics of the water supply infrastructure, the governance structure, and the attributes of local people affect consumers’ perception of water quality at home.
