Development agencies often possess extraordinary presence, knowledge and expertise of addressing poverty and vulnerability at the field level. The challenge is to ensure this good practice and innovation is captured and used to inform policy and programmes in an effective way. With funding from Irish Aid, the Centre for Social Protection at IDS formed a partnership with UNICEF to research how social protection programming can interrupt the intergenerational transfer of poverty (IGT) through investments in human capital (education, health, nutrition). The two main objectives of the research were:</p>\u0000 <p>\u0000 </p><ul>\u0000 \u0000 <li><span>1 </span>\u0000 \u0000 \u0000 <p>To enhance lesson learning within a multi-sited organisation (UNICEF) around good practice in social protection programming and the potential for addressing poverty and vulnerability.</p>\u0000 </li>\u0000 \u0000 <li><span>2 </span>\u0000 \u0000 \u0000 <p>To increase understanding of ways in which research and communication can be used to capture and improve good practice within a multilateral organisation.</p>\u0000 </li>\u0000 </ul>\u0000 <p>Research was conducted on three case studies: the Cash Transfer for Orphans and Vulnerable Children (CT-OVC) in Kenya, the Social Cash Transfer (SCT) in Zambia, and the Child Money Programme (CMP) in Mongolia. Research aimed to understand which factors in social protection programming (e.g. design, implementation) account for success. The three country case studies were chosen because they are social protection programmes that are at different stages. The Zambia SCT is at the stage of scaling up design from a pilot to a national scale social protection programme. The Kenya OVC-SCT is at the stage of expanding a national social protection programme. It identifies informal networks that influence decision-making processes and policy implementation, and provides an analysis of interactions between the Congolese population and national and international actors. It also aims to highlight both horizontal and vertical accountability mechanisms within the existing legal framework, setting out to identify any legal gaps and contradictions, which could explain overlapping mandates.</p>\u0000 <p>The study provides interesting geographical and administrative data on national security systems, and uses a multidimensional governance approach to understand the complexity of the security sector and the interconnectedness between the relevant actors.</p>\u0000 <p>The study concludes that stakeholders of the security and police sectors of the DRC are linked together in a web of complex and dynamic systems, characterised by discrepancies between theory and practice. It is inaccurate to think of these systems and mechanisms as working either in opposition to one another or in parallel. In fact, these systems intertwine more than they conflict, and there are significant overlaps and confusion with regard to the mandates of the existing institutions, structures and actors involved. All security services in the DRC possess a legal framework within which they must operate. The legal contradictions and loopholes identified in this paper are often the result of dubious interpretations, or even deliberate misinterpretations of existing operational provisions underlying the functioning of security services.</p>\u0000 <p>The research concludes that there is very poor coordination between the various actors and institutions involved in the management of security services in the DRC. After Independence and with the consolidation of one-party rule the force slid into disrepute. The outbreak of civil conflict in 1991 largely decimated the force but the gradual restoration of peace provided an opportunity for police reform. This research report covers the aspects of the political and institutional environment that helped engender change, as well as constraints faced by the reform agenda. It considers how the officers actually carried out the task at hand, and shares lessons as to what reform tactics worked and which were less successful. Unfortunately, little of the popular debate refers to the now considerable body of evidence about the impact of such taxes. This review attempts to synthesise what we know from the available theoretical and empirical literature about the impact of FTTs on volatility in financial markets. We also review the literature on how a Tobin tax might be implemented, the amount of revenue that it might realistically produce, and the likely incidence of the tax. We conclude that, contrary to what is often assumed, a Tobin tax is feasible and, if appropriately designed, could make a significant contribution to revenue without causing major distortions.
