NCAA, 584 U.S. 453 (2018)) to strike down as unconstitutional the Professional and Amateur Sports Protection Act of 1992. A total of 39 states, in addition to Washington, D.C., and Puerto Rico, now allow some form of legalized online or in-person sports betting, with Missouri becoming the most recent as of Dec. 1, 2025 (see www.legalsportsreport.com/sports-betting-states/). In states with legalized betting, anyone meeting the age requirement (21 in most of the states) can place bets on professional and college games with the caveat that there are restrictions regarding sharing insider information or betting on games within the conference that a student-athlete's school participates. In addition, many state laws include language that restricts bets on game outcomes, bets on in-state teams, and proposition bets (frequently referred to as “prop bets,” which are bets placed on specific events or individual performances within a game that aren’t directly tied to the final score or outcome of who wins or loses).
","PeriodicalId":100289,"journal":{"name":"College Athletics and the Law","volume":"22 10","pages":"3-6"},"PeriodicalIF":0.0,"publicationDate":"2026-01-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"146027612","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Although gambling is federally permitted in the United States, states have differing regulations related to casinos, state lotteries, online gambling, and sports betting. More than half of U.S. states have legalized mobile/online gambling or sports betting, and since the U.S. Supreme Court overturned the Professional and Amateur Sports Protection Act in 2018, almost 40 states have legalized retail and/or mobile sports betting. The expansion of online and mobile gambling platforms and the fast-paced, highly engaged design of these digital gambling products has contributed to increasing participation and greater potential for harm.
