Durant la même période, le nombre de morts sur les routes rapporté au nombre d'habitants du pays a été multiplié par trois. Mais tout sépare l'inde de la plupart des pays industrialisés en matière de circulation routière : la structure du parc, la variété des modes de déplacement, la qualité des infrastructures et la grande difficultéà faire emerger la préoccupation « sécurité routière å.
