Avtorica in avtor se v analizi osredinjata na prisotnost treh osrednjih populističnih antagonizmov, ki okvirjajo migracijsko tematiko: osrediščenost na ljudstvo, protielitizem in drugost. Zaradi specifi čnega načina diseminacije populističnih antagonizmov v medijih medijski populizem obravnavata na dveh ravneh: populizem s strani medijev označuje novinarje kot generatorje populizma oziroma kot akterje, ki aktivno poustvarjajo populistično komuniciranje, medtem ko populizem skozi medije zaznamuje prisotnost populističnih antagonizmov, ki jih izrekajo zunanji glasovi (npr. politiki), na katere se novinarji opirajo. Ugotovitve ilustrira komparativna študija populističnega in afektivnega komuniciranja v interpretativnem žanru časopisnega komentarja dveh izbranih dnevnih časopisov, Dela in Slovenskih novic. V tabloidu prevladuje antimigracijski okvir upovedovanja, ki se povezuje z afektom strahu, medtem ko v časopisu Delo tematiko migracij okvirjajo kot kritiko vlade, v afektivni komunikaciji pa prevlada empatija do migrantov. Zdaj prvi odhajajo, drugo pa ni pripravljeno plačevati novic, kar za spletne novičarske medije povečuje poslovno tveganje, ki ga krepi še visoka domača in globalna konkurenca. Komercialna medijska podjetja so se na spremembe odzvala z multiprihodkovnimi poslovnimi modeli, ki povečujejo ponudbo nenovičarskih produktov in storitev, s čimer občinstvo pretvarjajo v potrošnike, pri proizvodnji novic in občinstva pa prevladuje strategija najnižje cene. Intervjuji s slovenskimi medijskimi delavci so osnova za analizo odnosa med tveganji, ki jih prinaša digitalizacija, ustreznimi kompetitivnimi strategijami in odgovarjajočimi poslovnimi modeli. Pokaže se, da dominantni spletni mediji, vključno s časnikarskimi hišami, razširjajo portfelj produktov, kar krepi ekonomijo povezanosti, oglaševalci postajajo osrednji deležniki podjetij, ni pa spodbud za povečevanje uporabne vrednosti novic za državljane. {"title":"Habitual Generation of Filter Bubbles: Why is Algorithmic Personalisation Problematic for the Democratic Public Sphere?","authors":"J. This paper focuses on the question of why they are problematic for the functioning of the public sphere. This paper argues that algorithmic personalisation can lead to the fragmentation, polarisation, and radicalisation of the public sphere because of the complex relationship between human agency and technology that mutually encourage one another through habitual adaptation. Through the concept of habit, such theoretical grounding enables a critique of existing empirical research regarding the filter bubble effect, with the argument that the main problem is not information isolation or the reduced accessibility/visibility of selected content, but the habitual adaptation of content to individual users, which can explain why users stick to certain content. In recent years, various influencers have addressed political issues during important political events such as elections. This political aspect of social media influencing has not received much scholarly interest thus far. In one of the first exploratory studies on the topic, we surveyed over one hundred Finnish influencers and investigated the degree to which they engaged with political topics. Our results show that political topics are commonly brought up among Finnish influencers. However, many influencers also deliberately avoid addressing them because they fear what comments and conversations these topics could generate and that they could personally be targeted by aggressive internet commentators. In public controversy, struggles for dominance between genre frameworks can accompany substantive argumentation. This article presents a case study of the interconnected controversies about the Swedish school application system and public service legitimacy following a news satire programme Svenska Nyheter episode. It introduced a web tool simplifying applications, circumventing what was argued to be segregating effects of a fragmented first-come-first-serve system. The satiric framing invited carnivalesque civic engagement, while the private school sector’s response promoted a forensic debate on the programme’s legitimacy, with its own invitational pull. While these competing genres dominated different institutional media arenas, they significantly blended in online civic participation. This article engages in a dialogue in regards to the contention that this media system has persisted in the midst of rapid social change. We synthesise previous research and documented changes in media policy in Sweden, covering the last three decades, to show the ways in which the Swedish media system has undergone significant transformations. Media use is becoming more polarised and connected to social class. The state is retreating from its involvement in media policy; consequently, the press and public service media are facing unprecedented challenges. Finally, the “consensual” relation between media companies and the state, which is said to be typical for the media welfare state, no longer characterises the media market. While some of the features of the media welfare state system remain in Sweden, the current media system is best characterised as a neoliberal media welfare state. This endpoint marks the transition the public interest consideration has undergone from its initial identification with national and state goals to its subordination to economic interests, in a particular competition. Utilising qualitative meta-discursive analysis of open-ended responses collected from Israeli communication students (N = 204), we examine Israelis’ descriptions of existing public debate and their perceptions of the desired nature of public debate, thus disclosing cultural-discursive barriers to deliberative practice. We found that respondents’ perceptions of existing political discourse point to non-deliberative characteristics which align with ethnographic scholarship, while their normative concept of public discourse aligns with deliberative norms. In this paper, these logics are called axioms—three principles of (1) concentrated architectural codes, (2) constrained user psychology, and (3) peculiar characteristics of data as information. This study argues that each axiom perpetuates AI's tendency to solidify data surveillance and normalises it in newly emerged AI-driven public spheres. This is a conceptual paper structured in the following sections—(a) axioms (three principles maintaining the impetus of surveillance normalisation), (b) mutual shaping (interaction between users and institutions reinforcing surveillance), and (c) policy remedies (policy principles fixing normalisation). The thesis of this paper is the normalisation of AI—perpetuated by three axioms—is the product of mutual shaping between institutions and uses as “data-hungry” algorithms exacerbate the tendency in which users are to participate willingly in surveillance. This poses the concern that data surveillance in its pronounced normalising processes becomes an industrial structural problem, not an episodic one. Scholars of political communication have sought to diagnose the threat that these changes pose by theorising “filter bubbles” and “echo chambers.” Responding to a growing desire on the part of policymakers to react to these trends and to uphold democratic values, we draw on empirical analyses of online discourse to consider the difficulties involved in this endeavour. Highlighting the diversity of trends detected by empirical studies of the digital public sphere, we argue that both political theory and empirical analysis are needed to promote democratic ideals. Using Jürgen Habermas’s “coffeehouse model,” we establish theoretical markers for desirable deliberative practice and consider the conditions under which these ideals can be advanced.
