The paper is derived from a Metallurgical Laboratory report with the same title, CH-2801, dated April 1945. The report is described as for the benefit of new members of the Health Physics Section of Clinton Laboratories and “is to serve as a review.” For background it references a letter from W. E. Cohn to H. M. Parker dated 4/28/44; J. C. Hamilton in CH-2673; H. M. Parker in CN-1892; R. D. Evans in J. of Ind. Hygiene and Toxicology, Vol. 25, No. 7, 1943; Rev. of Modern Physics, January 1944, and CL-697. The paper derived from the report thus represents the first open literature exposition of much of the internal emitter dosimetry developed and used in the Manhattan Engineering District days, with, of course, the author’s decisions on what and how to select. In many respects the paper is much more comprehensive and general than formulations later used in the ICRP and NCRP publications on maximum allowable concentrations for radioisotopes, but it obviously formed the basis for much of the later work. Also, it is directed to a general audience. For these reasons, it represents a distinct landmark in its field and should be reprinted. (Incidentally, so far as I can find, the report referred to in the first paragraph for one of the Health Physics Volumes of the Plutonium Project Record, i.e. the National Nuclear Energy Series, was not published.)
