This document currently represents a set of legal perspectives in this area and it also defines the framework for creating a multidimensional legal platform in the field of robotics and artificial intelligence. The concept offers different ways to regulate artificial intelligence and robotics systems, in particular, it considers issues related to liability insurance for damage caused by artificial intelligence systems or robots, data exchange and personal data protection systems, problems of exporting artificial intelligence systems and robots, and so on. A significant problem of the project management paradigm is the creation of the project team. The main criterion that determines the possibility of choosing a specialist for the project team is the level of his compliance with the required set of competencies. The task can be solved using the system analysis. Hierarchical decomposition of functions and criteria allows us to form a relative assessment of applicants to assign for the project. The article examined an example of decomposition of the system of functions, criteria and the results of assessing relative importance of functions for the implementation of a project in the support department of accounting programs of the company \"En + Digital\". In the process of project implementation, it becomes necessary to address the issue of operational distribution and work redistribution adjusting appointed executors. The article discusses the methods of redistributing functions using internal resource and possibilities of hiring third-party performers. We identified main socio-psychological characteristics of social entrepreneurs based on international and domestic studies of this phenomenon. The sample included 104 small business entrepreneurs in Irkutsk and the Irkutsk region. 52 of them were social entrepreneurs and 52 were commercial. We used different methods including qualitative methods: interviews and an associative experiment. The goal of the study was to identify the key motives of entrepreneurial activity, polymotivation trends, attitudes towards competition, competitiveness, and relationships between them. The study found that social entrepreneurs in their activities are mainly focused on the motives of personal self-realization, the desire to implement their ideas, overcome difficulties and achieve results, they have more pronounced altruistic and social motives. The article examined the data that shows interconnections of cognitive abilities and socio-psychological adaptation of teachers. We examined different criteria of social and psychological adaptation related to efficacy as well as to the self-evaluation of psychosocial health and comprehensive adaptiveness of a personality. The study revealed demonstrated that externality in working relations is positively connected with the comprehensive adaptiveness. We suggest that high cognitivel abilities of teachers support the flexibility and creativity in working with children; they also influence positive evaluation of personality traits as well as self-evaluation of professional attributes. Traditional methods of mathematical statistics do not correspond to the properties of student grades. The paper proposes to adapt the IRT models for describing grades to improve the whole process. A model based on beta-binomial distribution is proposed, in which the parameters take into account the student's ability and the difficulty of getting a passing grade. The use of this probability distribution is justified by the ability to take into account the variation of grades. It is proposed to use two approaches to identify the parameters. The first approach is based on the use of numerical methods for finding parameters for solving a system of equations. The second one uses the Bayesian approach, which makes it possible to rather effectively refine the parameters when obtaining new estimates. The article analyzed the impact of the main factors on the workers wages in Irkutsk region agricultural enterprises. The study focused on the analysis of wage dynamics and its impact on productivity in agricultural enterprises. The article examines the need to increase the availability and attractiveness of tourist services while preserving the ecosystem of the lake Baikal and adjacent territories. The author proposed to create new points of growth for tourism entrepreneurship in the Baikal Region by modernizing and creating new tourist infrastructure facilities. The research examined the expediency of creating an ecological Technopark and an international tourist and recreational complex in Irkutsk. The ecological Technopark can become the tourist core of Irkutsk, as well as the historical part of the city. The development of the Taltsy Museum, including the construction of new objects of both historical and commercial orientation, including the creation of an urban zone like the 130th quarter, is an innovative direction to develop entrepreneurship in the tourism sector in the Baikal region. The article suggests the feasibility of using the concept of glamping entrepreneurship in the Baikal Region. The most important innovative direction is the creation of a biotechnological valley in the Baikal Region. It will focus on the development of entrepreneurship in the field of modern biopharmaceutical technologies, as well as inbound educational, business and medical tourism. At the same time, the development of dynamic energy that creates flexible and adaptive economic and energy systems is going to become the main factor to reduce negative impact of energy insecurity on the quality of life of the population. This article analyzes the mechanism of propagation of the negative impulse arising from the implementation of threats to energy security, which, passing from element to element of the country's economic system, including energy system, leads to a decrease in the quality of life of the population. Within the framework of the economic system, there is either attenuation or strengthening of the negative initial impulse triggered by the implementation of a particular threat to energy security. To do this, they need to study the mechanisms through which monetary policy affect the economic activity. The article examined theoretical approaches and ways (or channels), in which monetary policy effect aggregate demand and other economic indicators. The article showed that efficiency of the transmission mechanism and its channels are determined by the state-of-the-art of the financial system. It is shown that this approach is shaped by the content of the competencies themselves. The constant changeability of society and the awareness of the urgency call for the use of the dialectical-materialist method. Based on the realities of the educational space, which cannot currently be reformed on the basis of the dialectical-materialist method, we examine ways to use dialectical-materialist method of thinking of students to understand the relationship of universal competencies. In addition we proposed to strengthen interdisciplinary connections.
