En se basant sur des données nationales et des enquêtes régionales relatives à la ville de Marrakech et aux vallées du Haut Atlas occidental, il montre également l’existence d’une grande égalité en matière de risque de morbidité et de relative équité en matière d’accès aux soins préventifs. Celles-ci contrastent avec un certain nombre d’inégalités en matière d’accès au suivi de la maternité et recours aux soins de santé curative des femmes et des enfants. Ces inégalités reposent sur des facteurs culturels préjudiciables à l’adoption de pratiques biomédicales ainsi que sur un certain nombre de vulnérabilités de nature socio-économique et environnementale qui freinent l’accès aux centres de santé (isolement, analphabétisme, pauvreté des conditions de vie, faiblesse des revenus). Les écarts entre les différentes catégories de la population, à l’échelle nationale et locale, montrent l’ampleur des progrès qui restent à accomplir pour parvenir à une plus grande homogénéité en matière de lutte contre la santé maternelle et infantile au Maroc.","PeriodicalId":85753,"journal":{"name":"The Maghreb review. This article addresses the process by which this occurs and the effect it has on the creation. It employs the term outpourer (mufīḍ}), and its correlated terms outpouring (fayḍ}) and receptacle (qābil) to understand the relationship between God – the Outpourer, and His creation – the receptacle of this divine outpouring. Dans son entreprise, l’Empire russe est confronté à la résistance farouche des « peuples de montagnes » qui transforment cette conquête en campagne longue et meurtrière. Les Russes mobilisent leur outil naval – la flotte de la mer Noire stationnée en Crimée à Sébastopol – afin de soutenir les troupes engagées dans le Caucase. A travers l’étude d’archives françaises (SHD de Vincennes, Archives diplomatiques de La Courneuve) et britanniques (Kew Archives), cet article revient sur cet engagement de la flotte russe dans les campagnes caucasiennes. L’analyse des fonds d’archives démontre que, si l’emploi de la flotte s’est avéré être un atout dans la stratégie russe de confinement des territoires insurgés, il n’a en revanche pas apporté une supériorité de nature à accélérer la victoire des Russes et la conquête du Caucase par l’Empire tsariste.","PeriodicalId":85753,"journal":{"name":"The Maghreb review. Family violence is the most common form of violence experienced by women in Lebanon and globally. Progress has been achieved in breaking the silence and spreading awareness against abuses, as well as in legislating new protection mechanisms for victims of family violence (Law 293/2014 for example),2 and KAFA’s partnering with state institutions in order to activate and enhance state response to family violence complaints (the internal security forces or police, for example). {"title":"Abstracts of Ph.D theses on Algeria presented at British Universities, 2002 to 2017","authors":"Mohamed Ben-Madani","doi":"10.1353/tmr.2019.0022","DOIUrl":"https://doi.org/10.1353/tmr.2019.0022","url":null,"abstract":"This thesis charts and theorises a general transition from authoritarian to participatory forms of governance and natural resource management, as viewed from the locale of a Saharan oasis town situated within wider temporal and spatial change processes. Ostrom’s (2014) work on the ability of communities to regulate access to the commons hinges on resource users jointly agreeing on and conforming to rules of use. Similarly, recent theoretical developments related to Social Ecological Systems and adaptive management also emphasise group consensus as a prerequisite for adaption. These approaches presume a degree of equality in social relations across the group. In Beni Isguen, Algeria, by contrast, the management of water commons is complicated by class inequalities. This region has recently seen a shift from religion to capital as the dominant ideology behind ruling factions, entailing the contraction of a theocratic influence, with the accession of a secular merchant class. This latter faction has achieved this by ideologically and pragmatically positioning themselves within the hierarchical administration of the nation-state, and thus conforming to national laws. This key shift in political alignment followed a long period of local resistance to over-arching ruling powers. I argue that this conformation has entailed a displacement of a localised ‘social contract’ whereby welfare, labour and regulation were previously achieved through the ‘moral economy’ of reciprocal relations, to a citizen-state contract based on the assumption of rights and certain services (e.g. protection of private property, creation and maintenance of infrastructure), and a reliance on the market to provide goods and other services (e.g. labour). These historical social changes have implications for theoretical developments regarding the role of the citizen-state relationship in terms of the protection of private property vs. protection of communal property, of anthropological perspectives of legal pluralism, and social contract theory. Furthermore, the thesis describes mixed modes of resource management involving new voluntary associations as alternative forms of local governance from below, alongside customary regulatory officials in charge of water.
