Rights -- Swaziland: women call for stiff penalties for rape. 人权——斯威士兰:妇女呼吁严惩强奸。
{"title":"Rights -- Swaziland: women call for stiff penalties for rape.","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>Swazi women, alarmed by a high incidence of rape in the country, are campaigning for stiffer penalties, including life imprisonment and death sentences, on convicted rapists. Launched last week, the campaign also aims to persuade magistrates and judges not to grant bail or an option of fines to people convicted of rape charges. The campaign is led by the Swaziland Action Group Against Abuse (SWAGAA), Lutsango Lwakangwane, the country's women organization, the King's women regiment, and the Swaziland and Mental Health Society. The increasing cases of sexual assault in this tiny kingdom of 700,000 people are alarming, while the maximum sentence for those convicted ranges from 2 to 5 years. About 10 women, including a 12-year-old school girl, were raped in the first 2 weeks of this year alone, the police say. At least 30 other women, and a 5-year-old girl, were raped--some fatally--between May and September.</p>","PeriodicalId":85568,"journal":{"name":"Southern Africa political & economic monthly","volume":"7 1","pages":"13"},"PeriodicalIF":0.0,"publicationDate":"1993-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"22015957","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Africa: rapid population increase retards development. 非洲:人口快速增长阻碍了发展。
{"title":"Africa: rapid population increase retards development.","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>The Organization of African Unity (OAU), the African Development Bank (ADB) and the UN Economic Commission for Africa (ECA) have criticized African governments for not taking the problem of unchecked population growth seriously enough. \"Until recently most African governments did not view rapid population growth as a matter for concern,\" said the OAU assistant secretary-general for political affairs, Machivenyika Mapuranga, at a seminar on 'population and development'. The OAU estimates that an annual average population increase of 3.1% far outstrips Africa's economic growth, which in 1992 was less than 1%. Mapuranga acknowledged that cutting the population increase is an uphill struggle, especially among rural communities. African agriculture is largely labor intensive, sustained by smallholders, which encourages farmers to have more children. Like other wage earners, African farmers look to support from their family when they grow old and, for that reason, the number of children also counts. But with agricultural production growing at an average annual rate of 2.5%, self-sufficiency in food remains an elusive goal. Cities in sub-Saharan Africa are growing much faster than the overall rate of population increase of 3.1% per year. Between 1980 and 1988 the region's urban population increased at the rate of 6.9% a year. Urban areas now account for nearly 30% of the sub-Saharan Africa population, currently put at 680 million. By 2025, approximately 700 million people are expected to live in urban areas. Despite migration to towns, the rural population is expected to rise more than 68%, reaching over 590 million.</p>","PeriodicalId":85568,"journal":{"name":"Southern Africa political & economic monthly","volume":"7 1","pages":"12"},"PeriodicalIF":0.0,"publicationDate":"1993-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"22015956","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Meena","doi":"10.1108/EB010586","DOIUrl":"https://doi.org/10.1108/EB010586","url":null,"abstract":"\u0000 Gender issues in sustainable development focuses on constraints, the policy environment, land rights, the division of labor, reproductive rights, human resource development, productive energy, care of children, education, politics, security, social norms, and women's initiatives. African women's participation in the development process has been limited by the policy environment, sociocultural setting, and women's initiatives. African policy has not recognized the different roles that men and women play. There is unequal division of labor, legal discrimination against women, and abuse of women's basic human rights. Women's subordinate position in society and their concrete needs are ignored. Land tenure and credit systems are based on discriminatory policies. Women share a major portion and in some cases all of the agricultural labor with few tools or equipment. The operating assumption is that women's labor supply is inelastic. In order to fully participate in the development process, women need to be able to determine the number of children needed, the spacing between children, and the timing and the method of contraception. Human resource development in Africa has focused on training men. Women must contribute a major portion of time and labor to processing and cooking food in addition to caring for children. Access to higher education is limited. Political accords have been reached without women when women have contributed significantly to political struggles. Social security is compromised during violence and civil strife. There is sexual harassment in the work place. Culture can subordinate women. Women have been unable to change policy making, planning, and patriarchal ideology. Women are marginal contributors to the labor force. Income-generating projects are primarily confined to the informal sector. The governments impose the women's programs. Political influence is highly desired if change in women's stature is to be accomplished.\u0000","PeriodicalId":85568,"journal":{"name":"Southern Africa political & economic monthly","volume":"190 1","pages":"38-41"},"PeriodicalIF":0.0,"publicationDate":"1992-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"79506527","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
