Din, Haroon Aziz","doi":"10.35551/pfq_2020_3_5","DOIUrl":"https://doi.org/10.35551/pfq_2020_3_5","url":null,"abstract":"This study focuses on identification of income smoothening practices and the impact of stringent regulations on income smoothening of Islamic banks listed on Pakistan Stock Exchange (PSX) for the period of 2010 to 2018. The frequency of income smoothing activities is evaluated through loan loss provisions (LLPs). Data has been retrieved through bank financial statements and financial statements analysis (FSA) issued by State Bank of Pakistan (SBP). In order to test income smoothening in Islamic banks, regression model has been employed. The findings of the study reveal that Islamic banks operating in Pakistan use income smoothening practices to achieve their objectives despite presence of Shariah Law. Further, the study also reveals that imposition of capital adequacy ratio through Basel Accords has significant and positive impact on reduction of income smoothing activities. Moreover, increase in the size of bank in terms of asset size has also positive impact through reduction of income smoothening in Islamic banks of Pakistan. Moreover, non-performing loans (NPL) and total loans (TL) also increase income smoothening. Similarly, GDP also increases income smoothening. The study provides sight not only for auditors and regulators but also for investors and general public. The study also highlights that there is a dire need for regulators to adopt strict and close monitoring on the distribution of earnings to avoid smoothening practices. Results also offer inputs to policymakers to customize their policies so that smoothening practices may be curtailed in Islamic banks and true picture be provided to investors about bank performance.","PeriodicalId":85366,"journal":{"name":"Public finance quarterly","volume":"65 1","pages":"397-410"},"PeriodicalIF":0.0,"publicationDate":"2020-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69880348","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The general aim of the study is to investigate in relation to the quantifiable parameters of income tax systems, whether the consideration of the aspects of fairness and justice does have an excessively negative effect on the simplicity of tax systems. The study investigates the possibilities of simplifying the personal income tax system’s composition in some Central and Eastern European countries, while tax burden curves of the system remain as constant as possible. To this end, the study sets up a theoretical, simplified tax model, the parameters of which are determined by a computer program, in order to generate tax burden curves corresponding most closely to the curves of the real tax system. Based on the analysis, it can be established that the theoretical system – in some cases with restrictions – provides a good approximation to the tax burden curves of the investigated countries. The chosen simple model has a good degree of approximation to a real system that does not have significant breakpoints in its tax burden curves, nor does it use a taxation method that fundamentally modifies the system (e.g., splitting). Practical examples help to understand that a complex personal income tax system in a given country is not necessarily the only possible solution to achieve a given tax burden curve, the function may be reproduced with a good approximation constructed from simpler basic elements.","PeriodicalId":85366,"journal":{"name":"Public finance quarterly","volume":"65 1","pages":"531-553"},"PeriodicalIF":0.0,"publicationDate":"2020-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69880626","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The international academic literature shows that the researches on attitude to risk at older ages reached different conclusions depending on the research method used. In an experimental environment embedded in a play situation older people are rather risk-seeking, whereas in case of learning leading to a risky choice they are risk-averse. Based on the conclusion drawn from questionnaire surveys and portfolio selection methods, willingness to take risks decreases in older cohorts. The risk preferences dynamically changing with age highlight a new dimension of investment decisions. The research of the relationships between the investment experience accumulated with increasing age – which raises risk tolerance – and the cognitive abilities deteriorating as the end of the life-cycle approaches highlights several contradictions in the international literature.","PeriodicalId":85366,"journal":{"name":"Public finance quarterly","volume":"65 1","pages":"457-471"},"PeriodicalIF":0.0,"publicationDate":"2020-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69880732","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Immigrants were seen as the solution to the German labor shortage and the potential to improve the expected deterioration of public finances as a result of demographic trends. As German integration policy has become a kind of standard in the European Union, we have examined the economic consequences of mass immigration. Looking at the German intergenerational balance sheet, immigration appears to improve the sustainability of public finances if a high proportion of immigrants obtain the same qualifications as the autochthonous German population. Also, access to the labor market will only be achieved if the right level of qualification is obtained. Empirical evidences show that the qualification level of even the second- and third-generation immigrants does not reach that of the native Germans. Unemployment among them is above the German average. The actual data indicate that negative scenarios are likely to take place for newcomers, i.e. they probably will not meet the requirements of the German labor market and will not improve the long-term sustainability of German public finances.","PeriodicalId":85366,"journal":{"name":"Public finance quarterly","volume":"65 1","pages":"51-66"},"PeriodicalIF":0.0,"publicationDate":"2020-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69880368","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The study is descriptive, and besides detailing the EU-level regulatory framework, it also illustrates its possible setbacks from the perspective of the market participants and professionals. It points out that the common goal and interest of all actors are to ensure the viability of the CCP, but the poorly designed capital management and strategy can hinder this. Although the regulatory framework has been applied across Europe and its fine-tuning can be said to be constant, its effectiveness and resilience to shocks will be supported or refuted by an adverse event in the market.","PeriodicalId":85366,"journal":{"name":"Public finance quarterly","volume":"65 1","pages":"472-484"},"PeriodicalIF":0.0,"publicationDate":"2020-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69880474","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
