Cependant, ce modele semble presenter des carences epistemolo- giques inquietantes. Une reformulation probabiliste de la formule de potentiel autour du concept d'interaction spatiale permet a la fois d'elargir la notion et de lui donner un sens authentiquement geographique. L'analyse de la dynamique spatiale de la population allemande (RFA et RDA) entre 1960 et 1985 montre la fecondite de cette nouvelle formulation du potentiel. Le choix de differentes fonctions d'interaction spatiale permet de faire differentes hypotheses sur la localisation du centre de l'espace germanique. L'analyse diachronique permet de localiser les poles de croissance et de declin de la population allemande. Pour chacun on peut definir un espace rationnel dans lequel se developpent des liens multiples : individuels et familiaux, d'affaires, de loisir et de retraite, professionnels, etc. Leur combinaison permet de delimiter avec precision des champs migratoires et des pays de l'emigration. Cet article analyse les relations et les comportements migratoires dans les villes d'accueil (phenomenes de ghetto, formes de la sociabilite regionaliste, pratiques socio-economiques). Gleichzeitig sinkt die Siedlungsdichte in den grosen Kernstadten der Verdichtungsraume zunehmend ab, womit eine immer weiter ausgreifende Suburbanisierung im Umland verbunden ist. Seit 1973 hat die niedrige Fruchtbarkeit verbunden mit dem Amverbestopp fur auslandische Arbeitskrafte, dazu gefuhrt, das der Geburtenuberschus in den landlichen Raumen nicht mehr ausreicht, um die Abwanderungen zu egalisieren. In den groBen Verdichtungsraumen genugt die Zuwanderung aus dem Ausland und aus den landlichen Raumen des Bundesgebietes nicht mehr, um Bevolkerungsverluste insgesamt zu vermeiden. In dieser Situation ist der Konkurrenzkampf der Regionen und der Gemeinden untereinander um Einwohner in voiler Scharfe entbrannt. Dies hat Ruckwirkungen auf die Leitziele in Raumordnungspolitik und Stadtentwicklungspolitik. Die Forderung, die peripheren lândlichen Râume bewuBt leerlaufen zu lassen, gewinnt an Anhangern. Dies ist gleichwohl irrational und unrealistisch zugleich, da die Mobilisierbarkeit der dort lebenden Bewohner iiberschatzt und die damit verbundenen sozialen Konflikte bagatellisiert werden.
