ILO used the projection to underscore an observation that plans of many Asian governments to curb the flow of rural residents into their urban areas are being overwhelmed by the increasing incidence of poverty in the rural areas. The population of Asian cities increased from 218 million in 1950 to 574 million in 1975. ILO maintains that government population policies aimed at stemming the flow of migrants into the cities have no chance of success unless they can narrow the current wide gaps in income and job opportunities between village and city. Low incomes and high unemployment in the agricultural sector are pushing the rural residents to the large cities. The fact that many Asian governments favor public and social service investments in the cities to the neglect of the rural areas further exacerbates rural-urban differences in income and employment opportunities. New threat.","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>Although China's population growth rate in 1980 was the lowest in 31 years, doubling of marriages and increasing life expectancy have emerged as threats to the government plan to hold national population growth to 1200 million by the end of the present century, a Beijing official magazine reported. Liaowang (Observation), published by the government's Xinhua news agency, quoted state family planning officials as saying that a subsequent doubling of marriages this year \"threatens another baby boom in the world's most populous nation.\" The officials said the country's population stood at 982.55 million at the end of 1980, roughly equivalent to 20% of the world's total. According to the magazine, the natural population growth rate declined to 8.97 million last year as the number of births fell to 14.99 million and that of deaths stood at 6.02 million. During the past decade, the natural increase rate of China's population dropped from 26/1000 in 1970 to just 12/1000 in 1980. Owing to increase in production and living standards, along with expansion and improvement of medical facilities, the mortality rate fell from almost 30/1000 before the founding of the People's Republic of China to around 6-8/1000 by the 1970s. According to U.N. statistics prepared for the recently-held international conference on population and development in Beijing, China succeeded in reducing its birth rate by as much as 23.1% between 1960-65 and 1970-75. But such accomplishment is now in danger of being wiped out by a new birth peak expected during the next 10 or more years as those born during the baby boom of the 1960s reached childbearing age during the present decade. In addition, the population control program is also threatened by the rising life expectancy of the Chinese people. The measure widens conditions for legal abortion, currently authorized only if the woman's life is in jeopardy or if she is pregnant as a result of rape. {"title":"China: economy: living standard.","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>The livelihood of the urban and rural population continued to improve last year, when the average consumption/person reached 224 yuan, according to the latest data released by the State Statisitical Bureau. The bureau, which is responsible for the collection, compilation, and analysis of economic and social statistics, said that after ajustment for inflationary factors, the per capital consumption reflected an increase of 99% since 1952 or an average of 2.5% annually (Table 1). The sustained annual increase was attributed mostly to the remarkable improvement in production, which in turn led to the rise in Chinese peasants' income (L,8049). The Ministry of Agriculture said the average income of each rural inhabitant in China in 1980 was 155 yuan, which compared with 152.69 yuan in 1979, 143.17 yuan in 1978 and 133.94 yuan in 1977. As a result of the increased income, the people's purchasing power also improved. Compared with 1952, each Chinese consumed 8.2% more grain last year, 9.8% more vegetable oil, 88.6% more pork, and 320% more sugar. In the World Banks's 1st extensive report on China, published last June, the improvement in the people's livelihood was cited as the country's most remarkable achievement, although \"marked rural inequality and poverty still exist in some areas.\" The Statistical Bureau's data also revealed a significant decline in infant mortality--from 139/1000 in 1954 to 20 in 1980. He blamed the government of former Prime Minister Morarji Desai (1977-79) for the inability to reduce the birth rate. The minister, a father of 8, was further reported to have pointed to the 1971 census results as reflecting the failure. The enumeration placed the total Indian population at 684 million which was 12 million more than projected. It was 11 million more than officially anticipated. In her speech, Mrs. Gandhi was also reported to have reiterated that her government is totally committed to \"voluntary family planning\" and \"firmly against compulsion.\" J.R.D. Tata, chairman of the Family Planning Foundation of India, proposed that the government raise monetary incentives for citizens voluntarily opting for vasectomy and tubectomy. He suggested that the present Rs. 200 for vasectomy and tubectomy be upped to Rs. 5000.
