Методологической основой работы являются общенаучные и специальные методы научного познания: диалектический метод, формально-логический метод, включающий в себя анализ и синтез, индукцию и дедукцию, абстрагирование и обобщение, а также специальные методы, в том числе формально-юридический метод. Результаты. Были выявлены два разнонаправленных вектора развития права на доступ к информации: вектор на расширение права на доступ к информации и вектор на ограничение доступа. Показаны факторы, способствующие расширению права на доступ к информации. Другим вектором является расширение объема запрещенной информации и информации ограниченного доступа.
