The first section of the paper examines the Taylor Report into the Australian coal industry and Australian-Japanese trade relations in that industry. In the second part, the rise of free trade and the decline of a bilateral capacity within the Australian bureaucracy is examined. The little eggheaded Jewish kid who came to Australia from Poland as a refugee in 1943 became the student leader, the physician, the head of four Federal Government Departments and the Public Service Board, the adviser to Prime Ministers and Governments, the reformer of the public service, the diplomat who represented his country at the United Nations, the eminent scholar, the author of a shelf of books and articles on public policy issues and, by no means least, the devoted husband of Jill and father of Michael and Katie. Peter’s was a life that mattered, to Australia and to the world, as well as to those who knew and loved him.
