A major component of this regional leadership aspiration was its quest for a ‘borderless Africa’. As an important arrowhead of its pro-African foreign policy, the Nigerian government proactively crafted a benign national border policy to give practical expression to the free mobility of persons and goods within the West African subregion. Despite a demonstrable commitment to free mobility within Africa over the years, Abuja suddenly imposed a restrictive border policy shortly after it signed the African Continental Free Trade Area (AfCFTA) agreement and approved the contentious visa-on-arrival for African migrants. Considering this context, this study makes three arguments: First, it interrogates the rationale behind the liberal border diplomacy of the Nigerian government. Secondly, the paper contends that the inability to ‘silence the guns’ in Africa despite all efforts has seriously militated against the aspiration for intra-African mobility and borderless Community in West Africa. The policy was conceptualised originally to meet the challenges of the post-Cold War world politics. The idea that Northeast India can develop in the process of the implementation of the policy and can be a gateway to South East Asia was realised rather late in the early part of the twenty-first century. Since then, the expectations around the Look (Act) East Policy have been remarkable. The change in nomenclature as ‘Act East’ in 2014 has further strengthened the hope about the potential impact of the policy in Northeast India. However, without addressing the issues of concern within Northeast India and cultivating sufficient local resources, it remains impossible for the states in the Northeast to abruptly hope for redemption across the mountains from Southeast Asia. This article discusses some security and socio-economic implications for India due to the explosion of amphetamine trade originating in the Golden Triangle region. Though the North-east has been extensively identified as the main corridor for the passage of Myanmar-origin drugs, this article explores an alternative view by focusing on West Bengal as a particularly vulnerable area as both a destination and transit area for amphetamines. In world politics, countries are viewing climate change as an issue to gain influence in international politics. India is no exception to this rule and has been shaping its role as a rule-shaper and policy advocate and is an active participant in climate change negotiations. This article traces India’s role since the talks on climate change began as part of wider environmental concerns. It also enumerates the way global leadership viewed and addressed this pressing issue from time to time. The article studies how the traditional knowledge of the Konyak Nagas about the land, labour and ecology has influenced their food culture. The communal landholdings, shifting cultivation, natural preservation of food items, manual labour in agricultural lands and chemical-free fertilisation process have so far kept the Konyaks self-sufficient in terms of requirement of food, and kept the market forces at bay. For regional cooperation, governments at the regional level must work together to coordinate activities, unify regulations and create risk-reduction plans. In South-east Asia, multiple initiatives have been taken for a shared framework for carrying out coordinated policy implementation. However, political and technical barriers have stymied efforts to suit the needs and benefits of partnering states. This article will analyse these problems and approaches in a few chosen South-east Asian nations and examine comprehensive action plans built on cooperative partnerships. It will offer a critical assessment of the environmental and climate-related issues South-east Asia faces and also offer recommendations on how to use policy tools to regulate and solve issues of regional environmental governance.
