{"title":"Total quality service.","authors":"Didi Djadjuli","doi":"10.25157/dinamika.v5i4.1752","DOIUrl":"https://doi.org/10.25157/dinamika.v5i4.1752","url":null,"abstract":"Setelah satu dasawarsa lebih kebijakan otonomi daerah digulirkan, istilah pelayanan publik menjadi sesuatu yang lumrah, semua sudah merasa tidak asing lagi dengan istilah pelayanan publik, merubah pola pikir yang tadinya dilayani harus berubah menjadi melayani masyarakat. Hal yang tidak kalah pentingnya yaitu bagaimana mewujudkan pelayanan publik yang lebih baik dan berkualitas. Konsep pelayanan publik yang dikemukakan oleh para ahli maupun peraturan perundang-undangan, terdapat tiga unsur penting dalam pelayanan publik yaitu, unsur pertama yaitu pemberi, penyelenggara, pelaksana pelayanan, dalam hal ini berfokus pada pelayanan yang  dilakukan oleh pemerintah baik pemerintah pusat maupun pemerintah daerah.  Unsur ke dua adalah masyarakat penerima layanan baik individu maupun kelompok atau organisasi. Unsur ke tiga adalah layanan. Pelayanan publik menjadi hal yang sangat penting, karena pemberi pelayanan khususnya pelayanan-pelayanan tertentu selain pemerintah sebagai regulator juga pemerintah sebagai pemegang monopoli. Untuk menghindari pola pemikiran lama masih diterapkan dalam memberikan pelayanan, maka perundang-undangan mengeluarkan aturanberupa Keputusan Men.PAN Nomor. 63 Tahun 2003, yang menyatakan bahwa standar pelayanan sekurang-kurangnya meliputi :.prosedur pelayanan, waktu penyelesaian, biaya pelayanan, produk pelayanan, kompetensi petugas pemberi pelayanan. Dengan dikeluarkannya standar pelayanan, mau tidak mau, suka tidak suka pemerintah harus memberikan pelayanan sesuai dengan apa yang telah diputuskan Menpan tersebut.tentu saja pemberi pelayanan tidak berhenti sampai disitu, karena semakin maju teknologi, semakin maju pula pola pikir masyarakat. Pelayanan kepada masyarakat dari waktu-ke waktu harus semakin ditingkatkan ke arah yang lebih baik atau semakin berkualitas. Untuk mengimplementasikan totalitas palayanan yang berkualitas, deming mengemukakan ada empat belas point yang harus dilaksanakan oleh organisasi pemberi pelayanan, hal ini dapat membantu proses pelayanan agar menjadi lebih baik.
