As there are several algorithms for face detection exist but none of the algorithms globally detect all sorts of human faces among the different colors and intensities in a given picture. In this paper, a novel method for face detection technique has been described. Here, the centers of both the eyes are detected using generic eye template matching method. After detecting the center of both the eyes, the corresponding face bounding box is determined. Resources are renewable. In RCPSP each activity is executing in single mode. This work employed genetic algorithm to schedule project task to minimize makespan respect to resource constraint and precedence constraint. The Schedule Generation Scheme was used to decode project plan. Although there has been extensive investigation of automatic document categorization, email classification gives rise to a number of challenges, and there has been relatively little study in this domain. This paper presents a framework for email classification using Enron email dataset based on an improved k-NN classification using a minimum spanning tree clustering algorithm considering the case where the number of clusters (email folders) are unknown initially. Such a classification can be useful in maintaining email and web directories, identifying spam and valid mails. TCP throughput suffers in OBS networks due to undesired timer expiry as a result of burst loss in bufferless OBS networks. TCP misinterprets any loss as a signal for congestion and burst assembler introduces different delays to different TCP segments. In this paper we propose a loss differentiation scheme that includes the assembly time in the decision making process. Nodes go up and down various times a day and do not behave in any prescribed or probabilistic manner. In such a scenario message flooding seems the easiest solution but it is a costly affair. Network connections being so abrupt, the chance of delivery of a message gets affected hugely by the strategy we use to flood the messages. Nevertheless we can try to find a method to this madness so that maximum messages get delivered by using as less message replications as possible. Therefore it is necessary to examine whether an ULB has exercised financial controls during a particular year. In our paper we have examined whether an ULB has been able to exercise our designed financial controls. We have categorised the ULBs in “Financial Control and Sustainability Group” on the basis of exercising two financial controls and finally a model has been developed using multinomial logistic regression. Results show that the model is good and well explained. The model equation has predicted 76.80% as correctly classified and we can say that our model can be used for prediction with much higher accuracy. Our study is completely based on financial parameters and therefore it is a unique one.
