A form of its implementation is the use of e-learning. However, in practice there are still some obstacles, such as learning resources are not evenly distributed, limited access to services provided, qualified educators resources are concentrated in specific areas. This led to the emergence of disparities educational process, and technology gap due to differences in ICT infrastructure owned by any educational institution. Therefore this study propose an architecture of cloud-based open learning to solve these problems. The term open learning is used in order to encouraging the development of the concept of Indonesia Open Educational Resources (IOER) and as well as the adoption of concept of cloud computing. This research through several phases of research including analysis, design, implementation, testing and evaluation. The design of the proposed architecture consists of six layers: (1) Infrastructure, (2) Platform, (3) Application, (4) Service, (5) Access, (6) User. As a results of the implementation from this architecture is a prototype of Indonesia - Virtual Open Learning System (iVOLS). In experiment, personalization e-learning runs as a service that need large storage and other shared facilities to conduct the program so the system can delivered different learning materials to different learners. The personalization e-learning in cloud environment successed when the learners got the best performance on learning and it shown by their evaluation score. Based on the test results and evaluation showed that the availability on Cloud-Based Open Learning further meet user needs. This is indicated by the presence of a simple infrastructure services, application services with just one stage and the availability of a wider range of data and the resource sharing. In accessibility, Cloud-Based Open Learning provides easy access to the user. By economically, the result of evaluation showed that Cloud-Based Open Learning has an investment of 35.61% efficiency, increase return on investment (ROI) of 60.95% and an increase in benefits (NPV) of 81.97% from the user's perspective. With a massive number of pico-class, low-power and low-weight space-crafts like pico-satellites, nano-satellites, Swarm can exploring outer space environment or taking other tasks that are hard to be fulfilled by common satellites. The other merit of using swarm than common satellite is cost reduction. Besides all the advantages of satellite swarm, developing swarm-based satellite systems from conceptualization to validation is a complex multi-disciplinary activity. Swarm is commonly energy-constrained, so one of the key challenges is how to achieve energy-efficient data transmission between the satellite swarm and terrestrial terminal stations. By employing Lyapunov optimization, we present an online control algorithm called EESE for optimally dispatching traffic load among different satellite-ground links to minimize overall energy consumption over time. Our algorithm is able to independently and simultaneously make control decisions about traffic dispatching on ISLs and UDLs to offer provable energy and delay guarantees, without requiring any statistical information of traffic arrivals and link conditions. This paper aims to propose a new model, based on deep neural network, to analyse user preference for news recommender system. The model extracts interest keywords to characterize the user preference from the set of news articles read by that particular user in the past. The model utilizes characterizing features for news recommendation, and applies those to the keyword classification for user preference. For the keyword classification, we use deep neural network for online preference analysis, because adaptive learning is necessary to track changes of hot topics sensitively. The usefulness of our model is validated through experiments. The decoders based on the iterative belief propagation algorithm provide near optimum performance but also have very high computational complexity. Therefore significant research has recently focused on reduced complexity architectures based on the group of so-called bit-flipping algorithms. In the basic bit-flipping algorithm the number of failed parity checks for each bit is computed and the bit with the maximum failed parity checks is inverted. Inverting bits above a certain threshold removes the complexity involved with a maximum-search and, adaptive thresholds on each bit can further reduce the computation overhead. The criterion for the threshold update affects the error and convergence performances. Here, we describe a low-complexity architecture that has two (or more) decoder branches each with a different threshold scaling factor and select the threshold and bits at each iteration from the branch with the lowest syndrome sum. An explanatory example has been given to demonstrate the applicability of the model to evaluate team performance. From this study, it is found that DEA is suitable to measure team performance. The model is able to provide improvement targets to the inefficient teams. In this paper, we propose a new realtime indoor guidance system using Personal Handy-phone System (PHS) and Android device for visitors in hospitals. Our proposed system utilizes a combination of Received Signal Strength Indication (RSSI) of PHS and Dead Reckoning based on sensors of an Android device in order to estimate a user's indoor position without affecting operation of medical equipment.
