Domnich","doi":"10.14530/se.2022.4.093-127","DOIUrl":"https://doi.org/10.14530/se.2022.4.093-127","url":null,"abstract":"The purpose of this аrticle is to present the current state of empirical research in the field of assessing the impact of innovations on enterprise productivity, detailing the problems of statistical measurement of innovations and meaningful interpretation of accumulated results. To study a sample of scientific papers devoted to the quantitative analysis of the impact of innovations on productivity, the methods of multifactorial systematization, critical analysis, content analysis and synthetic generalization were used. The problems of statistical measurement and consistent interpretation are analyzed in the context of four levels: innovation as an economic phenomenon; innovation as a factor of productivity change in the economy of a particular country; innovation as a factor of comparative economic dynamics in the global scale and innovation as a factor of industrial development in Russia. Conclusions and Relevance. In the modern economy, innovations are an independent factor of production, different from scientific research, patented inventions, material and technical base and other factors. The impact of innovations is often insignificant against the background of other factors and (or) negative. Microeconomic studies carried out on the basis of the results of surveys of enterprises are strongly limited in terms of regional, sectoral and intertemporal coverage of the economy. The dominance of the subjective approach to measuring innovation and the CDM model to assess the relationship between innovation and productivity leads to the accumulation of less informative results. One of the features of foreign direct investment is the fact that foreign investor companies are always forced to adapt as effectively as possible to the socio-institutional environment of the country where they invest funds. Foreign direct investment is an important factor in the modernization of production and economic development, can contribute to the growth of employment and income of the population. In fact, they show how much foreign investors trust the economy of a particular country, and for Kazakhstan it is also an important indicator of the role of Russia and China in its modern economic development. The results of modern investment research allow us to conclude that there is increasing competition between Russia and China in the promotion and implementation of investment projects in Central Asia and Kazakhstan. However, the success of these projects depends not only on the effectiveness of the efforts of governments and corporations aimed at promoting them in the region as a whole, but also on how these investments are perceived by the Kazakh society. In Soviet times, it was based on technical and financial assistance to the USSR, which was determined by ideological proximity and geopolitical interests. Market transit and the orientation of the new Russia to the West sharply reduced the volume of economic interaction. In the 2000s, during the recovery growth and the transition to a multi-vector foreign policy, mutual trade relations began to grow, but they were much slower in terms of trade with regional partners. In the last decade, the role of geopolitics has increased again, and, above all, the peculiarities of relations between both countries with China and the United States. Over the years of cooperation between the SRV and the Russian Federation, an extensive system of relations at the political level has been built. But this does not create a sufficient incentive for the development of economic relations. At the level of business structures directly involved in their construction, the influence of global geopolitical processes and geo-economic conditions is felt more strongly. The situation for mutual economic ties has deteriorated greatly in the face of harsh Western sanctions. Dzhurka","doi":"10.14530/se.2022.1.168-183","DOIUrl":"https://doi.org/10.14530/se.2022.1.168-183","url":null,"abstract":"In this work we analyse the main results on the study of the factors of the regional economic growth in Russia that are presented in ‘Economic Growth of Russian Regions: exogenous and endogenous Sources’ by A.G. Isaev. The emphasis is made on the features of the instrumental base of the study. A.G. Isaev makes an attempt to test alternative macroeconomic models, adapted to varying degree to the tasks of interpreting the phenomena of regional growth, which inevitably raises questions about the possibilities of gaining synthetic knowledge based on such testing. We discuss two problems using the example of the results of conditional convergence assessment, verification of Verdoorn’s law, and determination of the potential for generating endogenous impulses in regional economies, presented in the book. The first problem of equifinality is common to all studies of economic dynamics, regardless of the objects that are considered in them, whether it is the economies of countries or regions. The second problem of determining the sources of spatial dependence and options for taking them into account is specific for studies of regional economic growth. This study examines the link between the two variables in 82 subjects of the Russian Federation over 2002–2019. Descriptive statistics show that Russia reaped a demographic dividend and is now paying a demographic tax. General theoretical framework for empirical analysis was drawn from the neoclassical growth theory, and panel data econometrics suggested the appropriate empirical methodology. The pooled mean group estimator was applied to an autoregressive distributed lags model based on the Solow model. We found a statistically significate negative long-term dependence (in growth terms) of per capita income on population, total fertility rate and dependence ratio. Also, three auxiliary hypotheses were tested. First: population growth variables that emphasize the relative growth of the young/dependent population (ages 0–14 years) should show a more adverse effect on economic growth than measures of growth in the total or working-age populations. Second: the partial association between population growth and economic growth will be more positive when the regression controls for investment (the resource-dilution effect). Third: the effect of population growth on economic growth is more adverse in developing countries (regions) because of greater resource-dilution and resource diversion effects, as well as poorer policy environments. In a resource-rich economy, a poor institutional framework has been stated to be a key cause of resource curse. The current study used the CIS and other bordering countries to investigate the impact of both home and destination country institutional quality on migration flows to the Russian Federation. Is the Quality of Institutions (Origin and Host Countries) Important in Migration? The study demonstrated that institutional quality matters for migration from surrounding countries using a gravity-based model estimated using the Poisson Pseudo Maximum Likelihood (PPML). Population, unemployment, and GDP per capita were identified as push factors. In addition, the study discovered a correlation between the institutional quality of the host country and the inward migration flow.
