While care became an important analytical concept and category of social policy analysis internationally, it has not been systematically applied in the analysis of the Serbian welfare state. Incorporation of care in welfare state analysis is much needed as its organisation in the national context reveals a lot about the nature of the welfare state, changes in its socio-institutional arrangements and, most importantly, the effects of provision. This article thus aims to outline the evolution of childcare and eldercare policies in Serbia over the last decade, employing the concept of the care diamond developed by Shahra Razavi, which allows examining the “architecture” through which the care is provided: families/ households, markets, the state and the voluntary sector. By analysing the prevalent care policy “architecture” for children and the elderly in Serbia and the roles of different sectors in that respect, as well as by identifying similarities and differences in the provision of childcare and eldercare in the national context, the article exposes developments and current state in childcare and eldercare provision in Serbia. The analysis indicates the profound role of the informal sphere in both care systems in Serbia, childcare and eldercare. Some differences between the two care domains could also be noted. These relate to the configuration of welfare sectors involved in care provision, revealing the modified shape of the care diamond in the case of childcare. That is, while all four sectors are involved in providing care in the case of eldercare forming an eldercare diamond, this is not the case with childcare. In the latter case, the voluntary, nonprofit sector does not exist as a care provider in Serbia, with childcare “architecture” having a shape of a care triangle. In light of this evidence, the role of families and the voluntary, nonprofit sector should be taken into account in future planning and funding of policies as well as in their implementation. Due to numerous controversial research findings regarding older employees' continuous learning, our work focuses on comparing older vs. younger employees in terms of their motivation (willingness) to learn and outcomes that result from learning and training processes. Our results do not show statistically significant differences in learning results of both groups of employees, neither nor in general motivation for learning. However, the results show that older employees engage in learning less to fulfil their career goals and more to improve their work efficiency as well as facilitate knowledge transfer to the workplace. The survey was conducted on a convenient sample of 187 employed parents of underage children. In the data analysis, factor analysis and Spearman correlation coefficient were used. The three-factor structure of the questionnaire was obtained: the first factor »Family plans adjustment to the job requirements« contains six items (Cronbach alfa = 0.891), indicating readiness of respondents to adjust family plans to job requirements. The second factor in »Job requirements adjustment to the family role« (Cronbach alpha = 0.814) contains eight items, which point out the ability and willingness of respondents to adjust their job requirements to family obligations. The third factor, »Possibility of increased engagement at work without major difficulties in performing family obligations«, contains four items (Cronbach alpha = 0.784), and refers to the respondents’ ability to meet increased demands at work, without adverse effects and significant difficulties in the family role. Given that the extracted sub-scales are not fully matched to the factor structure of the original questionnaire, the obtained results point out to certain specifics in the application of the Croatian version of this questionnaire. Verification of the metric characteristics has shown the satisfactory reliability of the obtained sub-scales and the possibility of further application of this instrument. Rezultati otkrivaju ambivalentne stavove o tradicionalnom braku među ispitanicima. Iako studenti odbacuju ideju da je svaki brak, pa i onaj los, superioran ostalim oblicima partnerskih veza, velika vecina njih u buducnosti sebe vidi u braku. Vecini studenata prihvatljiva je kohabitacija i namjeravaju je konzumirati, ali samo kao privremenu etapu prije sklapanja braka. Utvrđeno je da su stavovi o braku i prihvatljivosti kohabitacije snažnije korelirani s generalnom procjenom ispitanika o tome koliko im je važno stupiti u brak u buducnosti nego s njihovom procjenom vlastite tranzicije u brak i roditeljstvo. Religijska samoidentifikacija je varijabla koja snažnije od drugih sociodemografskih varijabli utjece na stavove ispitanika o tradicionalnom braku i kohabitaciji. Unemployed and inactive persons and their hypothetical transitions to employment are considered. As the main indicator of work incentives, the participation tax rate (PTR) is estimated, as it represents a portion of additional income that is lost because taxes increase and benefits decrease in transition of a person from non-employment into employment. Unlike previous research, which was made for both countries on hypothetical data, in this paper for the first time the calculations and analysis of PTR are based on survey data, which for both countries gives a realistic picture of the situation in the field of work incentives. The analysis is carried out on data and the tax-benefit system for 2017, and the main tool used is EUROMOD, a tax-benefit microsimulation model for the EU countries. The results show that the average PTR in Croatia is of a moderate size of 31.3%, while in Slovenia it is 11.3 percentage points higher. People with higher number of dependent children and those with lower level of market income obtained by other household members are more likely to have a high PTR in both countries, and in Croatia people with only primary education will also have it.
