{"title":"A New Model of Corporatism in States Governed by Populist Political Parties: The Cases of Poland and Hungary","authors":"Maciej Olejnik","doi":"10.5817/pc2020-2-178","DOIUrl":"https://doi.org/10.5817/pc2020-2-178","url":null,"abstract":"Between 1945 and 2010 three main types of corporatism were discussed in the political science literature: the ‘classic’ and ‘lean’ corporatism that existed in the West European countries and the ‘illusory’ corporatism that dominated in Central and Eastern Europe after 1989. The aim of the paper is to examine whether a new version of corporatism, which I call ‘patronage’ corporatism, emerged in Hungary and Poland during the first term of the governments formed by populist political parties (in Hungary between 2010 and 2014 and in Poland between 2015 and 2019). In patronage corporatism the authorities autonomously conduct heterodox economic policy. They enter into alliances only with ideologically close trade unions. While their cronies legitimize authorities’ decisions at the governmental level vis-à-vis the citizens and at the international level, the government fulfils some of their socio-economic and organizational demands. Furthermore, the government cooperates with its allies to destroy other trade unions that are perceived as hostile towards the authorities. The paper shows that the capture of power by populist parties in Hungary and Poland led to the development of patronage corporatism in these countries.","PeriodicalId":53942,"journal":{"name":"Politologicky Casopis-Czech Journal of Political Science","volume":"1 1","pages":""},"PeriodicalIF":0.7,"publicationDate":"2020-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71352154","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Bakke","doi":"10.5817/pc2020-3-353","DOIUrl":"https://doi.org/10.5817/pc2020-3-353","url":null,"abstract":"Party systems all over Europe are becoming more unstable, as new parties win representation. Many of these parties have few members and little or no presence ‘on the ground’ and they tend to present themselves as an alternative to the old, corrupt, and/or incompetent elites. But are they really? In this article I investigate how the parliamentary elites of new parties differ from the elites of more established parties, using the 2020 election as a point of departure. Slovakia is a particularly interesting case, because since 1992, at least one new party has entered parliament in every election bar one. I find that new and/or populist parties are not necessarily much more representative, but most of them do represent an alternative to the established elite in some respect. Strikingly, genuinely new parties not only have younger legislators, but also literally represent a new generation: the generation of the party leader. However, as new parties grow older, so do their parliamentary elites. In leadership-dominated parties the composition of the party leader’s inner circle clearly matters for candidate selection and hence, for the social bias of the parliamentary elite. Finally, the idiosyncratic nomination practice of OĽaNO, the new prime minister’s party, is part of the reason for the party’s relative social pluralism, as well as for high turnover, ideological diversity and low party loyalty.","PeriodicalId":53942,"journal":{"name":"Politologicky Casopis-Czech Journal of Political Science","volume":"1 1","pages":""},"PeriodicalIF":0.7,"publicationDate":"2020-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71352164","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The study fills a gap in the literature on the way political leaders discuss migration on social media. The empirical investigation proves that Polish parliamentarians frame their migration tweets around three dominant topics: threat, humanitarian and/or financial aid, and opportunities. The discussion on migration is shaped by several factors: the complexity of the issue, mainly in the area of adopted legislative procedures and mechanisms for their implementation (the political factor), the public response (the social factor), and the public perception of migrants which, in turn, is influenced by existing prejudices and stereotypes (the psychological factor). The complexity of the above-mentioned factors results in direct implications, i.e. the emergence of difficulties affecting the decision-making process of a politician as well as the occurrence of specific reactions of the public to the discussion of the migration topic. In addition, they lead to indirect implications, i.e. the emergence of factors – challenges, threats, opportunities, and risks – that on one hand affect the politician's rhetoric on migration, and on the other hand contribute to shaping public opinion as well as reinforcing or weakening social fears, anxieties, prejudice, and stereotypes.","PeriodicalId":53942,"journal":{"name":"Politologicky Casopis-Czech Journal of Political Science","volume":"1 1","pages":""},"PeriodicalIF":0.7,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"71352054","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
