Scholars and Baloch nationalist leaders alike generally assert that Baloch are more secular than other Pakistanis, more opposed to the political Islamist policies pursued by the state, and less supportive of Islamist militancy in the country. However, these claims lack empirical support. We employ data derived from a large national survey of Pakistanis from 2012 to evaluate these conventional wisdoms. {"title":"Transition from Civil War to Peace: The Role of the United Nations and International Community in Mozambique","authors":"A. Adedokun","doi":"10.46743/1082-7307/2019.1421","DOIUrl":"https://doi.org/10.46743/1082-7307/2019.1421","url":null,"abstract":"With the heavy involvement of the United Nations (UN) and the international community, the Rome General Peace Agreement of 1992 ended more than 16 years of civil war in Mozambique. The peace agreement and post-conflict initiatives by the international community was successful in transforming the Mozambique National Resistance\u2028(Renamo) from a rebel group into a viable political party. Key components of the United Nations and the broader international community success in negotiating peace and creating conditions for political stability and democracy in Mozambique were (a) the provision of disarmament, demobilization and reintegration (DDR) before democratisation, (b) decentralization of humanitarian and relief efforts to provincial and district levels, (c) provision of financial support directly for the development of political parties, and (d) budget support to sectors relevant to peacebuilding. Though imperfect, Mozambique remains an important case study in how the UN and international community can help in post-conflict environments. As a result, it can contribute to the consolidation of peace. In this paper, the author presents the findings from a controlled experiment in order to test the impact of inclusive peace negotiations on the perceived legitimacy of peace treaties. As will be demonstrated in this paper, unilateral water policies have proved to reduce the role and prospect of water treaties and international water sharing regimes, and led to political tensions and conflicts. The main argument of the essay is that unilateral diversions of water flows will instigate wars between riparian states because of the rising demand for freshwater in the future. Unilateral practices of water diversion create a situation of inequitable distribution of water among nation-states within a basin which is a prerequisite for a sustainable conflict. State policies have to aim to eliminate situations of inequitable distribution and increase accessibility to clean drinking water for populations across a river basin based on their needs in order to secure long-lasting peace and stability.
