When it comes to transportation—the number one source of U.S. carbon emissions—the strategy for decarbonization has focused heavily on replacing gas-powered cars with rechargeable electric vehicles. The Inflation Reduction Act offers billions of dollars of subsidies for both producers and consumers of EVs, including a $7,500 tax credit for buying new EVs made in the United States. The infrastructure bill passed in late 2021 included $5 billion to help states build a network of EV recharging stations. New York and California have announced bans on the sale of vehicles with internal combustion engines beginning in 2035. Half of this year’s Superbowl car ads touted electric vehicles. For years they have been led to believe that this was how God made them suffer for their sins. Or that they were lying, or imagining these attacks. Then they discover that several men in the colony have been drugging and raping them with the aid of cow tranquilizer. Following a power outage, only a manual shutdown can override the system and spare the crew from a petroleum-fueled explosion. The Scottish rig worker is bending the rules, following knowledge and intuition gained on the job. The climate left (broadly defined) now faces a novel problem: how to deal with having won something—and keep fighting for more. It’s understandably hard for those who supported Green New Deal proposals for transformative investments in public goods to see the IRA—a bundle of tax credits whose benefits accrue largely to corporations—as a consolation prize. This was an astonishingly low bar to clear: the IRA is also the country’s only real climate legislation. If its passage was a dubious landmark, it also stood at the end of an era for a U.S. climate movement galvanized nearly fifteen years earlier by the near-collapse of the UN climate conference in 2009 and the failure of previous federal legislation in 2010. Over the intervening years, the climate movement tacked sharply to the left as it grew more radical in its tactics and more visionary in its demands. The movement has undoubtedly changed the tenor of U.S. politics. But it has also run up against the limits of its power.
