This article is written to understand the improvement of the work area surveying service of UPP Level 3 bureau in Sadai and the issuance of Pas Kecil for fishermen. The research methodology used is qualitative and based on a case study design. Qualitative is used to analyze how well the UPP Sadai office measures and issues the certificate. The data obtained are presented in the form of primary data and secondary data. Primary data was obtained through interviews with informants using targeted sampling techniques, while secondary data was obtained from the document of UPP Sadai office. The results of this work showed that the quality of public services of UPP Sadai Sadai office was good in terms of tangibility, reliability, responsiveness, safety and empathy. One of the historical relics is the Pataan Temple Site located in Pataan Village, Sambeng District. The existence of historical sites demands the attention of the relevant local governments in preserving cultural heritage through various programs and policies that have an impact on the site itself as well as the economic potential that can grow. This research is a type of field research with qualitative methods. This article aims to see the extent of the effectiveness of policies issued by the Lamongan Regency Government in the preservation of the cultural heritage of the Pataan Site. This study used effectiveness theory with five indicators according to Richard Matland. Primary data sources are obtained from interviews, observations, and documentation using data triangulation techniques. The results of the study found that although the Lamongan Regency Government has tried to issue several policies and programs related to the preservation of the Pataan Site, it has not been effective because it encountered several obstacles. The data obtained were analyzed using the implementation theory put forward by Van Meter and Van Horn, which includes standards and targets, resources, characteristics of implementing agents, communication, implementor dispositions, and the economic, social, and political environment. (GAK) is complementary social assistance as well as a complement to PKH social assistance to families and/or individuals who are poor, underprivileged, and/or vulnerable to social risks in the form of services in the education sector through a series of systematic activities. (GAK General Guidelines). This research aims to analyze and describe the implementation of GAK through PKH and the aspects that influence it. The research uses a descriptive qualitative approach, where researchers go directly to the field to obtain accurate data. The sources and types of data used are primary data and secondary data. Data collection techniques include interviews, observation, documentation and literature/library studies. Data analysis was carried out by means of data reduction, data presentation and drawing conclusions. The research method used a qualitative research method with a descriptive approach. Data collection techniques were carried out by interviews, observation, documentation and literature study. Informants came from the PTSL program implementation team, namely the physical and juridical task force, village committee and the community who participated in program implementation. The results of the study show that there are two problems in implementing the PTSL program in Central Aceh District, namely; first, the slow process of distributing certificates to the public. Second, the community complained about being quoted the cost of preparing for the implementation of the program as an operation in the village. The long implementation of the program was due to a lack of communication and coordination that existed between the implementing committee, namely the village and the Central Aceh District Land Office committee. Meanwhile, the preparation costs quoted from the community were in accordance with applicable regulations, namely a maximum quotation of Rp. 250,000 per plot of land and an additional Rp. 50,000 if there is no basis for land right. Based on the results of the study that human resource development as measured by motivation, education and training, career needs, fair treatment in a career, promotion, motivation, and mutation has a big role in improving the quality of human resources owned by the company. The inhibiting factor is that there are still many employees who are lazy to carry out training and unwanted job placements because they are not in accordance with their abilities. This type of case study research with qualitative methods were obtained through literature and field studies, with data collection techniques through observation, interviews and documentation studies. Data were analyzed using qualitative analysis with three steps, namely data reduction, presentation, and verification. The results of the study show: 1) the implementation of the policy for the development of the minapolitan area as a potential for tourism in Indramayu district is not optimal as seen from the dimensions of policy implementation which have not been fulfilled properly, namely aspects of policy communication, resources, dispositions, and bureaucratic structure; 2) factors that support this policy are potential natural resources and local cultural wealth, and inhibiting factors are problems with the quality of human resources, infrastructure, lack of regional regulations and legal instruments at the technical level of implementation, budget, public awareness, technology and media public information; 3) the efforts made by the local government to include the development of Minawisata in the regional development plan and communicate it to related parties. Minapolitan entrepreneurs are modernizing salt production so that it has a tourism appeal. Data collection techniques by direct observation, in-depths interviews, and documentation. The results of this study indicate that from the System Quality, Service Quality, User Satisfaction and Net Benefit user used in this study indicates that SISKOTKLN has run well and has achieved its goal that is to make administrative services of the TKI placement properly, quickly, easily and efficiently. The application of SISKOTKLN also has a positive impact on the service and performance of the organization. The research method used in this research is a quantitative approach. The data analysis techniques used are 2 types, namely quantitative effectiveness and SWOT data analysis techniques. The Data Analysis Techniques for Measuring Effectiveness include Validity Test, Reliability Test, Normality Test, T Test, and Hypothesis Test. Meanwhile, the SWOT Data Analysis Test is IFAS and EFAS which are the characteristics of SWOT Data Analysis itself. The results of the research show that the effectiveness of the QRIS policy is effectiveness with an overall percentage gain of 71%, while data analysis calculations are used by researchers to optimize the QRIS policy in Pasar Lama Tangerang City, where the optimization is in the form of providing alternative strategies that can be used in optimizing the policy QRIS itself. Providing alternative strategies can be applied as recommendations from researchers to agencies related to QRIS or the Tangerang City Government which have been adjusted to the needs of implementing QRIS policies, so that this research not only assesses or measures in terms of effectiveness but can also provide alternative strategies from researchers to readers. .
