However, the Tinbergen Rule states that one instrument should be matched with one goal, while using one instrument for achieving multiple goals would undermine its effectiveness. In this paper, we will examine whether implementation of “horizontal” public procurement policies related to green public procurement, socially responsible public procurement and the promotion of micro, small and medium enterprises’ participation affect achievement of the “primary” public procurement goal of free competition. The corresponding data were obtained through the questionnaire, and the influencing factors of moral leadership were determined by response analysis. At the same time, with reference to the relevant domestic literature, several hypotheses are proposed. Whether there is a correlation between the relationship between moral leadership and legal thinking in local autonomy, whether legal thinking reflects public expectations, the influence of legal thinking on local autonomy strategies, and the relationship between public participation, legal thinking, ethical leadership and local autonomy strategies. The results show that the local autonomy strategy can improve moral leadership, and legal thinking can break through the inertial thinking mode and improve moral leadership, with an increase of 10%. In addition, public participation in society can promote the cultivation of legal thinking and strengthen moral leadership. Despite legislative changes on infrastructure improvement, rural residents are still overwhelmed with daunting challenges that have dire consequences for human and socio-economic development. This study sought to explore the existing infrastructure at ULM for the attainment of sustainable livelihoods. It examines the prominent contributing factors that obstruct infrastructural development for the attainment of optimal sustainable development. Data drawn from interviews were gathered for this explanatory qualitative case study from a targeted sample of 12 participants while 30 participants participated in the focus group. Secondary data was, however, collected from relevant literature and official documents and analysed thematically. Findings revealed that rural areas, such as the ULM are still enduring unsatisfactory infrastructural access, quality and reliability. Local self-government, The results show that local autonomous cultural creativity can promote economic growth and improve cultural level, and there is a certain correlation between economic growth and cultural upgrading, but the correlation is poor, indicating that the impact of economic growth on cultural upgrading is indirect, and cultural upgrading and economic growth are the main factors for the development of local autonomous cultural and creative industries. Local autonomy is the main influencing factor of economic growth and cultural upgrading, and it is also a combination factor for the development of cultural and creative industries. However, the research stream remains fragmented with little coherence or consistency. While this can be expected due to its nascent nature and due to variations in the sizes/duties of public sector institutions around the world, it also justifies the need for a review study providing synthesis and coherence. This paper seeks to fill this void. Using a systematic scoping review method, this article investigates the field of public sector entrepreneurship, exploring the evolution and performance of studies. It also includes a thematic delineation of the main research directions, and identifies knowledge gaps. We unpack the main research methodologies, most frequently studied countries, level of comparative or multi-study analyses , and most popular directions of research, among others. Therefore, this paper proposes several assumptions. There is a positive correlation between government financial support and entrepreneurship rate, and whether government-enterprise cooperation, model guidance and financial support are the main influencing factors of college students' innovation and entrepreneurship support. The results showed that the innovation model was the indirect factor of college students' innovation and entrepreneurship, with an impact of 0.63, the government-enterprise cooperation was a secondary factor, and the influence was 0.89, the impact of policy and financial support on college innovation and entrepreneurship was a short-term impact, the government support policy was a long-term impact, and the school-enterprise cooperation was an intermediary factor. In this paper, a questionnaire survey was conducted on four college students in Zhejiang Province, and the regression analysis method was used to analyze the survey data. Based on the results, from the perspective of local governance structure, the relationship between local governance structure and college students' cultural identity and self-confidence is demonstrated. This paper puts forward the following hypotheses: first, whether the structure of local autonomy has an impact on the cultural identity of college students; second, whether the relationship between college students' identity and self-confidence is independent; thirdly, whether the local self-control structure can improve the self-confidence of college students; Finally, the influence and degree of local self-government structure and cultural identity of college students on college students' self-confidence. The results show that the local structure can improve the cultural level of college students, with an increase of about 10.5%, and the impact on the cultural self-confidence of college students is relatively small, indicating that there is a correlation between cultural identity and local governance structure, and the correlation between cultural self-confidence is small, and the relationship between cultural identity and self-confidence is independent. This study examines the three streams in the Kingdon’s Policy Stream Framework influenced by the revision of the participatory budgeting ordinance and identifies who played a leading role. In particular, this study analyses to resolve the structural limitation of the system and suggests ways to revitalize the system. As a result, it is necessary to audit the political stream of Kingdon’s 3 policy stream in order to legislate a new system such as the participatory budgeting system. The political stream is the most influential in deciding whether to introduce participatory budgeting. As sub-state actors, local governments have their responsibilities and obligations to influence state behaviour in a variety of ways. Local governments need to do the following: the influence and status of sub-state actors on international organizations, whether local governments are sub-state actors and their influence on state behavior, and the uncertain influence of local governments and states on international organizations. The results show that local actors play a secondary role in influencing international organizations, and that local governments are one of the local actors and have a supervisory and binding role on state behavior. The impact of local government and national uncertainty on international organizations is largely based on the outcome of local government involvement.
