After the collapse of the Berlin Wall in 1989, the journal slightly shifted to publish contemporary issues of globalisation, development, and African affairs aiming at addressing the North-South knowledge divide. As a journal in the South, it has for many years suffered from the challenges of ineffective systems of management, processing, production and distribution. Attempting to address these challenges, in June 2019, the UDSM signed an agreement with Brill to publish TARE. In the agreement, Brill provides the journal with infrastructural systems and undertakes the final production and distribution of the journal. The UDSM, on the other hand, retains ownership of the journal copyright and performs all the editorial activities. This agreement has significantly institutionalised and improved the journal’s quality, management, processing, production, distribution and international visibility. This paper holds that the future of journals from the Global South hinges on collaboration with established publishers. The experience of TARE indicates that when a journal retains ownership and decision-making powers in a collaboration, it exhibits high potential for success.","PeriodicalId":515122,"journal":{"name":"The African Review","volume":"46 5","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140483238","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, the attempts penned by academics to analyze the phenomenon are sparsely centered on the economic aspect of the assault. In this way, the study fills a historical gap accentuated by extant literature on the subject. Using primary sources in corroboration with secondary sources of data, the study attempts a description of the South African economy and the migrations and roles of different races to South Africa to enhance comprehension. It posits that competition for limited resources between the natives and immigrants from other countries results in xenophobic violence. It is said that xenophobic incidents in South Africa have negatively affected the country’s trade ties with the impacted nations. In actuality, it has diminished the communities and the victims’ economic power. The eradication of xenophobic assaults in the region under study is finally predicted. The article concludes that xenophobia has damaged South Africa’s reputation in international forums.","PeriodicalId":515122,"journal":{"name":"The African Review","volume":"55 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-01-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139603304","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, the involvement of the private sector in the delivery of public goods and services has been associated with poor performance. Therefore, the purpose of this paper is to examine the nature of outsourcing in the public sector, and its negative effects on service delivery in Zambia. In Zambia, outsourcing of public goods and services has mainly assumed four forms: 1) joint venture, 2) supply, 3) build-operate-transfer, and 4) management contracts. The paper argues that, the outsourcing of public goods and services in Zambia has resulted in overpriced goods and services, non-delivery of paid for goods and services, delays in the delivery of goods and services, delivery of substandard goods and services, and manipulation of procedures. The paper asserts that, these negative effects are as a result of the desire by non-state actors (mainly private companies), engaged by the Zambian government to deliver public goods and services, to maximise their profits. Consequently, outsourcing of public goods and services in Zambia does not benefit the public and government.","PeriodicalId":515122,"journal":{"name":"The African Review","volume":"140 48","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-01-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139604684","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Efforts by the NATO countries to utilise multilateral fora, such as the United Nations, to generate unanimous condemnation of Russia and the application of diplomatic pressure bilaterally have not yielded the expected outcome. We argue that without a clear strategy to support the mitigation of the fallouts of the conflict in African countries, the West’s expectation of Africa’s alignment with its interpretation of collective security is, at best idealistic. By mapping out the rationale for Africa’s position as expressed by individual member states and the African Union, we argue that Africa’s non-aligned position is not a deviation from the Charter principles but rather a pragmatic strategy for mitigating its vulnerabilities against the fallouts of the conflict.","PeriodicalId":515122,"journal":{"name":"The African Review","volume":"46 8","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-01-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139603354","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study attempts to examine the causal relationship between external debt and economic growth in EAC’s founding partner states. The study employs Xtabond2 using a secondary panel data set for the period 1988 to 2020. The study conducted all required econometric tests such as panel data unit root set and overidentification test using Arellano Bond test, Sargan test and Hansen test respectively before proceeding with further regression. The findings reveal the negative impact of external debt on economic growth running from external debt to economic growth with no feedback indicating the debt overhang in these countries. Other moderating variables have shown different impacts on economic growth where the negative impact is revealed from inflation while positive impacts are revealed from gross capital formation, lagged dependent variable, and the square of total external debt. Other variables such as population size have no significant impact which might have been caused by the presence of a square of total external debt while the exchange rate has a short-run impact on economic growth. Therefore it is suggested that the policymaker should ensure that the loan secured is located on the project with a positive net profit to avoid further demand for external assistance on loan repayment. Also, all tax potentials available in these countries should be optimally exhausted to avoid reliance on external financing assistance. Moreover, these countries should ensure that all external debt secured is sustainable and solvency in relation to their economy.","PeriodicalId":515122,"journal":{"name":"The African Review","volume":"112 19","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-01-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139605430","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Two case law studies are presented to show legal provisions and associated challenges to the realisation of the right to water. In Zimbabwe, successive Ministries superintending over the provision of water in the country have not been clear on free water. Perennial economic challenges and a general lack of political will to promote the right to water have been debilitating aspects to the right to water. Attempts at privatisation of the provision of water through ZINWA, has culminated in a total failure as the parastatal was bedevilled with a myriad of challenges. The privatisation of water has made it less accessible to the rural and poor urban communities. The constitutionalisation of the right to water has transformed access to water in Zimbabwe, though economic challenges have continued to hamstring local authorities’ and government’s capacity to realise this right. The Mazibuko and SERAC case laws have been given as ground-breaking legal challenges mounted by residents of communities in South Africa and Nigeria respectively as affected citizens have challenged authorities on the need for the realisation of the right to water to the public.","PeriodicalId":515122,"journal":{"name":"The African Review","volume":"66 11","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-01-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139604276","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

These differences were explored to inform the development of interventions to decrease levels of child harm. A phenomenological approach guided data collection the Social Construction of Reality Perspective was used to explain the study findings. Thirteen children aged 9–12 years and eight adult key-informants were purposively sampled for interviews. Data were analyzed using a thematic approach. Parental behavior and culture were reported as risk factors for child harm and, supportive social networks and intimacy as the protective factors. The main distinctions between children’s and adult key-informants’ perspectives lie on the nature of the reported factors, participants’ views on vulnerability, and their cognitive ability. Accommodating children’s perspectives in intervention development is crucial for sustainability and reducing risk while enhancing protective factors in interventions.","PeriodicalId":515122,"journal":{"name":"The African Review","volume":"136 51","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-01-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139604488","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
