We have also seen a rapid acceleration in extreme weather events influenced by climate change, including forest fires in Australia, the United States, and Europe; severe flooding in many parts of the world; and extreme heat waves in, for instance, India and Pakistan. These demonstrate how climate change is also increasingly a matter of human and national security. Therefore, climate change as a policy issue and a political topic reaches beyond the remit of sectoral climate or environmental policy. It should be seen as a horizontal cross-government policy area that increasingly affects the security of the whole society.","PeriodicalId":51491,"journal":{"name":"Political Science Quarterly","volume":" ","pages":""},"PeriodicalIF":0.8,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48163559","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We think that the Declaration stood for human equality and freedom – “a set of aspirations toward which the best in American history strive.” Roosevelt insists that this “view of the Declaration is exactly what we must let go.” Properly understood, the Declaration “is consistent with slavery” and even condones it: “A government that protects the rights of its citizens, including their right to enslave outsiders, is a Declaration-style government.” Roosevelt's view, however, is bereft of support in the historical record. No author of the Declaration argued that it condoned slavery. Within three decades of the nation's founding, half the states abolished slavery largely by appealing to the principles of the Declaration. Similarly, the abolitionists of the 1830s and Abraham Lincoln in the 1850s explicitly appealed to the anti-slavery principles of the Declaration. Roosevelt's own heroes of Reconstruction – leaders like John Bingham, Thaddeus Stevens, and Charles Sumner – all embraced an understanding of the Declaration fundamentally at odds with his own. Finally, Martin Luther King, whom Roosevelt claims gave lip service to the “standard story” of the American Founding only for tactical reasons and who “set aside the Founding entirely” by “the end of his life,” actually praised the Founding Fathers, the Declaration of Independence, and the Constitution” the very day before his assassination in April of 1968.","PeriodicalId":51491,"journal":{"name":"Political Science Quarterly","volume":" ","pages":""},"PeriodicalIF":0.8,"publicationDate":"2023-05-16","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44928156","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We examine the effect of police unionization on trust in the police and, in particular, in mediating the adverse impacts of police killings of civilians on trust within the U.S. multiracial context. We analyze trust responses and corresponding demographic data on approximately 5,000 respondents across eleven metropolitan statistical areas from the 2006 Social Capital Community Benchmark Survey, matched to relevant city- and state-level correlates from three additional data sets. Our results confirm prior studies’ findings of a large gap between Black and non-Black trust. Although police killings of civilians normally reduce trust among non-Black people while leaving Black levels of trust unaffected, we find that in jurisdictions where police bargain collectively the drop in non-Black trust is effectively eliminated, suggesting that police unionization essentially abets the polarization of trust in the police between Black people and non-Black people.","PeriodicalId":51491,"journal":{"name":"Political Science Quarterly","volume":" ","pages":""},"PeriodicalIF":0.8,"publicationDate":"2023-05-16","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49156607","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
