This study attempted to use the potential power of both tools by engaging young persons to express their voices and perspectives so as contribute to planning and developing their community. Thirty middle and high school and university students were trained in use of photovoice and digital storytelling to depict their living environment and highlight issues of concern regarding the urban/living environment with the hope of bringing them to the attention of the local decision-makers so as to address them as public issues that require immediate consideration. This initiative which meanwhile aimed to promote participation of young people under 18 years in community development resulted in identifying a number of urban/living environment issues which are a public concern. On top of the issues identified were the poor management of (solid) waste and poor transportation system/structure which have led to a combination of environmental pollutions with multiple impacts on the residents. This article presents a comprehensive review of the current protocols and mechanisms designed to fortify security and privacy in distributed cloud environments. It synthesizes contributions from various research works, each proposing innovative solutions to address these challenges. Among these are a two-layer cryptographic algorithm that combines genetic techniques with logical-mathematical functions, enhancing encryption beyond traditional methods, and a novel symmetric-key block cipher that increases encryption complexity while maintaining flexibility. The paper also discusses machine learning applications for threat detection, the role of blockchain in trust management, and the importance of multi-cloud strategies to secure big data. Through comparative analyses, the reviewed methodologies show promising advancements in encryption, data integrity, and resource management, suggesting a robust framework for tackling the evolving landscape of cyber threats. {"title":"نظرية الموازنة كوسيلة فعالة في تحقيق التوازن بين المنافع والاضرار في القرارات الإدارية (دراسة تحليلة ومقارنة)","authors":"Ibrahim Muhammad Haji","doi":"10.25007/ajnu.v13n1a1472","DOIUrl":"https://doi.org/10.25007/ajnu.v13n1a1472","url":null,"abstract":"تتناول هذه الدراسة الى موضوع رقابة الموازنة بين المنافع والاضرار التي تعد رقابة قصوى ضمن درجات الرقابة التي يقوم بها القضاء كي يوازن فيها بين آثار محل قرار الإدارة المتمثلة بالفوائد ومدى الأذى الناتج عنه،وفي حالة رجحان كفة المنافع يعتبر هذا القرار مشروعا،وأما في حالة وجود تفاوت جسيم للأضرار على حساب المنافع يعتبر هذا القرارغيرمشروع وقابل للإلغاء.وتختلف هذه الرقابة عن رقابة التناسب رغم وجود نقاط التقاط بينهما،بأنها تقع على ركن واحد وهو المحل،أما رقابة التناسب فانها تقع على ركني السبب والمحل ومدى توافقهما معا،وكذلك تختلف عن رقابة الغلط الظاهر في أن رقابة الخطأ الظاهر تقع على ركن السبب فقط أما رقابة الموازنة تقع على ركن المحل كما قلنا.وجدير بالاشارة،كانت تحقيق الموازنة في القرارات الإدارية من اختصاص الإدارة وكانت تقع ضمن سلطتها التقديرية ولم توجد هناك رقابة القضاء عليها إلا في نطاق المشروعية من خلال رقابة على عيب مخالفة القانون بصورهِ.وأما في خطوة متقدمة وجريئة قام القضاء بتدخل في عملية الموازنة بين المنافع والاضرار التي تجرى من قبل الادارة،كي يخلق التوازن بين المنافع والأضرار الناتجة عن قرار الإدارة،وبإجراء هذه الرقابة يكون القضاء قد وضع حدا كبيرا للسلطة التقديرية للإدارة في ركن المحل تحديدا.ومن ثم لم تعد هذه الرقابة ضمن حدود المشروعية بل امتدت إلى مشاريف نظاق الملاءمة،ويتجسد ذلك بتدخل القضاء فيما يعد من سلطة الإدارة التقديرية وهو تقدير المنافع والأضرار لأي قرار إداري.وقد اعتمد القضاء في إجراء الموازنة بين المنافع والاضرار على بعض المعايير وهي معيار التكلفة المالية والاقتصادية،ومعيار حق الملكية الخاصة،وميعار الآثار الاجتماعية ومعيار سمو المنفعة العامة.","PeriodicalId":505543,"journal":{"name":"Academic Journal of Nawroz University","volume":"95 3","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140360308","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
