{"title":"Conflicting sociotechnical imaginaries of the future built environment: An analysis of current discourses on timber construction in France and Germany","authors":"Hanna Sophie Mast","doi":"10.14512/gaia.31.3.5","DOIUrl":"https://doi.org/10.14512/gaia.31.3.5","url":null,"abstract":"Building with timber promises many things at the same time: sustainability, economic efficiency, as well as innovative forms and building processes. However, it is disputable to what extent, and under which conditions, timber construction can be considered sustainable. The societal\u0000 discourse in Germany and France is shaped by four competing visions that favor either 1. a positive CO2 balance, 2. a particularly time- and cost-efficient construction process, 3. the use of regional resources, or 4. the creation of uniquely designed buildings as the guiding principle\u0000 of future timber construction.The construction industry is one of the biggest sources of greenhouse gas emissions. In view of resource scarcity, climate change, and rapid global population growth, the industry faces the urgent challenge of a sustainable transition. The renaissance of timber\u0000 as a renewable, carbon-neutral construction material could pave the way for more sustainable modes of building. Taking France and Germany as examples, and based on a sociological discourse analysis, this paper reveals four different and conflicting sociotechnical imaginaries of the future\u0000 built environment. The four imaginaries show specific characteristics depending on the respective national, political, and cultural contexts. Moreover, they include partially incompatible objectives and compete for discursive hegemony, and thus implementation. Für einen gelingenden gesamtgesellschaftlichen Diskurs über Chemie\u0000 in der Umwelt ist eine transdisziplinäre Verständigung über die ,(Un-)Natürlichkeit‘ der Chemie notwendig. Dafür werden die verschiedenen vorherrschenden Verständnisse zu Natürlichkeit und Chemie sowie ihres Verhältnisses zueinander aus begriffs-\u0000 und naturphilosophischer, moralischer, kulinarisch-sinnlicher, chemischer und stoffgeschichtlicher Perspektive beleuchtet.In environmental debates, the opinion is often raised that synthetic chemicals are ‘unnatural’. Understanding this claim from a transdisciplinary background\u0000 is fundamentally important for a productive discourse about the role of chemicals in the environment. This article systemizes different perceptions of the ‘(un-)naturalness’ of chemicals and complements existing research on the distinction between ‘natural’ and ‘artificial’\u0000 substances. Furthermore, the importance of chemistry as a technique for reproducing ‘natural’ substances is highlighted and combined with a substance stories approach (German Stoffgeschichten). Im Rahmen eines transdisziplinären Stadtentwicklungsprozesses in der niederösterreichischen Stadt Amstetten wurde ein Planungstool für transformative Governance\u0000 entwickelt. Das Instrument berücksichtigt die Zielvorstellungen unterschiedlicher Stakeholder(innen) und ermöglicht eine strukturierte Entscheidungsfindung.Cities are key players in the transformation of our society towards a sustainable way of life, but are facing massive challenges.\u0000 We want to support cities by providing a planning tool for transformative governance, whereby the experiences gained may also be relevant for regions and countries. The planning tool serves as a reference framework for decision-makers and users to collaboratively learn through these processes.\u0000 For this purpose, we have developed additional instruments from the economy for the common good, and integrated fields of action and target systems from urban planning into a matrix. We then determined the planning objectives of the Lower Austrian city of Amstetten through a participatory\u0000 foresight process, which we entered in the planning tool. The goals were associated with indicators to be used for the measurement of goal achievement.
