Stukalova","doi":"10.25281/0869-608x-2023-72-4-319-331","DOIUrl":"https://doi.org/10.25281/0869-608x-2023-72-4-319-331","url":null,"abstract":"In order to study the current state of domestic institutional repositories (IR), the official websites of 106 Russian universities — participants of the programme “Priority-2030” and 454 scientific research institutes (SRI) of three categories approved by the Federal Agency of Scientific Organisations according to the Decree of the Government of the Russian Federation from April 8, 2009 No. 312 “On the assessment and monitoring of the effectivness of scientific organisations performing research, development and technological works of civilian designation” were monitored. A comparative analysis of IR was carried out. In the course of the study the following data were analyzed: availability of the IR on the site, navigation on the site for the convenience of using the IR, content, functionality, visibility, accessibility of materials, etc. Despite the fact that the problems of creating and developing repositories are actively studied both in Russia and abroad, the results of the study showed that the practice of maintaining IRs in Russian universities and scientific organisations is unevenly developed. In scientific institutions repositories are created much less frequently than in educational organisations. However, a half of higher education institutionsʼ IRs are closed to remote users. Access is granted only to teachers and students of educational institutions. In some repositories it is not always possible to successfully use scientific information, as not all repository objects contain the full text of the document, references to external sources are not always correct. The resource base of repositories of higher education institutions is richer than that of research institutes, because in addition to the works of their staff, it includes educational collections and student works. Mostly IRs provide text documents, very rarely other data (audio, video materials, data sets). Repositories of educational and scientific institutions are limited by chronological frameworks, including mainly documents of 1990—2022. Materials from earlier years of publication are presented in small quantities or include only metadata. The IRs of higher education institutions much more often provide wide search possibilities: choice of simple or advanced search options, use of logical operators, faceted navigation. Except for isolated cases, the IRs of research institutes have one search window with the possibility to search by keywords. The problem is considered according to various components. Domestic and foreign approaches to the study of the level of DT are described. The stages of assessing the level of digital maturity of libraries (analysis of the socio-professional background of digital maturity, functional benchmarking of digital maturity of specific libraries, intellectual data analysis and replication of best practices, data-driven sectoral management with the use of artificial intelligence and revision of regulations) are substantiated. The levels of digital maturity of libraries (readiness for DT, activity of DT, innovativeness of DT) have been defined. The aim of the study is to develop a methodology for comprehensive assessment of libraries’ digital maturity at the general and corporate levels, and to propose tools for assessing the level of digital maturity of specific libraries. Recommendations for processing the results obtained using modern software and hardware tools are given. For the first time a formula for quantitative assessment of digital maturity of libraries using indices is proposed. The presented variant of the matrix for assessing digital maturity of technological processes includes the main library processes as components of digital maturity and expands the understanding of functional benchmarking aimed at comparing the results of digital maturity of specific libraries. Based on the study, the following conclusions are drawn. 1. To manage DT, it is necessary to organize continuous monitoring of digital maturity of libraries, i.e. their readiness for DT, activity of DT, innovativeness of DT expressed in criteria and indicators agreed with the professional community. 2. The results of monitoring should become an important component of management decision-making based on digital data (data-driven approach) and forecasting of both positive and negative trends as a result of intelligent data analysis. 3. Shibaeva","doi":"10.25281/0869-608x-2023-72-4-370-383","DOIUrl":"https://doi.org/10.25281/0869-608x-2023-72-4-370-383","url":null,"abstract":"The article presents an overview of the meeting of the Editorial Council and the Editorial Board of the “Bibliotekovedenie” journal, held on May 17, 2023 at the Russian State Library. Changes in the place and status of a scientific specialty “5.10.4. Library science, bibliography, bibliology” in the nomenclature of the Higher Attestation Commission (HAC) led to the need to revise the content of the policy of forming the scientific content of the journal in the direction of strengthening the interdisciplinary synthesis of the specialty with the humanities and social sciences. At the same time, the development of a domestic system of scientometric evaluation of journals, adequate to modern needs and based on the realities and traditions of Russian education and science, as well as organizational innovations of the HAC concerning the activities of expert and dissertation councils, require rethinking the ways and formats of content submission, approaches to the selection of authors of the publication and their qualifications. The interdependence of these trends necessitates the analysis of their components and discussion by experts of the strategy and tactics of the editorial policy of the “Bibliotekovedenie” journal for the period up to 2030. The article identifies the main scientific directions, interdisciplinary synthesis with which will not only significantly enrich library science, but also help to reveal its trends in accordance with the request of the current stage of society development. The expansion of the research field determined by the decision of the HAC actualized the need for a deep cultural understanding of library science, bibliography and book studies, as well as the development of appropriate methodology. The realities of modern life urgently require the inclusion of a geopolitical aspect in the research space of library science, which contributes to the substantiation of the importance of the library as the main institution of cultural identity and the preservation of the written heritage of the peoples of Russia and the world. The role of the journal in the development of scientific communications, strengthening regional ties and supporting library education in Russia was also noted. UNESCO’s concept of open science is presented in relationship with the concept of open knowledge analyzed in the context of three approaches: 1) “openness” from the point of view of copyright (unrestricted reading, distribution, processing of the original work and publication of derivative works); 2) scientific communication (interpretation of knowledge and its transfer between different scientific disciplines, governmental structures, social actors, non-scientists and non-scientific institutions, as well as publicly accessible communication); 3) open, comprehensible, verifiable knowledge, accessible to all members of society by means of well-known criteria. The directions of libraries' activities within the framework of open science are proposed. Some of the competences necessary for such activities are fixed in the professional standard “Specialist in Library and Information Activities”: the ability to organise a multifunctional library space, analytical and synthetic processing of documents, etc. The competences of the library specialist are also required. In addition, the library specialist needs additional knowledge about the essence of open knowledge (open scientific knowledge) and its key components, the basics of intellectual property legislation, the basics of research ethics, the organisation of open reviewing, the use of altmetrics, the organisation of open learning platforms. Taking into account the amount of knowledge and skills required, as well as the specificity of their application areas, it seems reasonable to train first of all employees of scientific, scientific-technical, and university libraries. With the new competences, library professionals will be able to contribute to the effective integration of their institutions into the research process. In 2015—2022, a network of 60 modern municipal libraries was launched in the Krasnoyarsk Territory (the regional project “Libraries of the Future” — 45 institutions, the national project “Culture” — 15). Both projects enable participants to create new conditions to carry out their activities. At the same time, they are an effective tool for the realization of the state cultural policy. The article describes in detail the stages of project implementation. A comparative analysis of the features and advantages of the ongoing projects (competitive conditions, methodological support, funding volumes, main items of expenditure) is given. The importance of the activity of libraries within the framework of the regional project “Libraries of the Future” and the national project “Culture” for creating the necessary conditions for the development of man and society was noted. Participation in the presented projects contributes to the improvement of library services, as evidenced by the growth of the main indicators of the institutions’ activities. The study presents the performance indicators of libraries before and after modernization, provides a comparative analysis of the efficiency of libraries (conventionally called “modernized” and “model”). The projects studied in this work are based on such concepts as “model” and “modernization”. Vernadsky (1863—1945) dealt with the issues of setting up librarianship in Russia. He was one of the founders of the circle on the reform of people’s libraries (1884), which included undergraduates and graduates of the Imperial St. Petersburg University, most of whom later became prominent scientific and public figures of the country. The participants of the circle considered it necessary to reform the people's libraries. V.I. Vernadsky was one of the compilers of Moscow home reading programs with bibliographic lists of recommended literature for self-educational study. He selected natural science literature for them. The lists were designed for people with secondary education who want to broaden their horizons to the level of university education. V.I. Vernadsky left his name in the history of the creation of the National Library of Ukraine: in 1918, he was chairman of the commission on its establishment; since 1988, this library deservedly bears his name. In the university course of lectures on the world history of science, V.I. Vernadsky devoted a significant place to the history of the origin of printing, the invention of geographical maps, atlases, compass, sextant, bussoli and other devices, which in terms of documentology are sources of information, i.e. documents. As a biographer and bibliographer, V.I. Vernadsky took part in the compilation of a unique 25-volume Russian biographical dictionary, the last volume of which was published in 1917. In the year of the 160th anniversary of the birth of Academician V.I. The event was supported by the Government of the Murmansk Region. The Congress was attended by 957 delegates from 68 regions of Russia. The professional programme included two plenary sessions and 57 sectional and special events with 634 presentations. The Congress was held under the sign of two significant dates — the 85th anniversary of the Murmansk Region and the 85th anniversary of the Murmansk State Regional Universal Scientific Library. The grand opening and the first plenary session took place on June 12 2023 on the Day of Russia. On June 13 and 14 2023 the work continued at the breakout sessions. The results of the congress were summed up at the final plenary session on June 15 2023. The relevance of the main theme of the Congress “Library — the cultural code of Russia” is connected with the state cultural policy and the tasks set for libraries. The definition of the cultural code of Russia is conditioned by the need to consolidate the citizens of the country on the basis of a common system of values, the formation of cultural sovereignty. The issues of implementation of one of the core documents of the library industry — “Strategy for the librarianship development in the Russian Federation for the period up to 2030” were raised. The work of libraries in new social and geopolitical conditions was analyzed.
