Using structural equation modeling and representative cross-sectional data of small, mid-sized, and large firms from the United States, the research finds that EO outperforms EM and MO in conditions of low competitive intensity, low market growth, and high supplier power. EO is also most viable for small firms, and those with smaller and less diverse networks. In contrast, MO performs best for large firms, and firms with diverse and strong networks, operating in high growth, low turbulence markets, and when supplier power is low. This study is a systematic rety view of the literature on direct governmental finance to SMEs through loans, guarantees, and credit lines between 2000–2021. Among the 89 studies identified for inclusion, four themes emerged: provision of government loans, other government finance provision, external reasons for government finance provision, and the purpose and outcomes of government financing. The key managerial and finance findings in this study are that a greater awareness among SMEs is needed for accessing existing financial incentives from the government. Likewise, regarding government policy, this study highlights a need to clarify the purpose of loan provision to SMEs. Women entrepreneurs are disproportionately affected by uncertainty and subject to unique challenges which may be amplified in developing countries bound by culture and patriarchal social structures. Drawing on extent research showing the importance of psychological capital (that is self-efficacy, optimism, hope, and resilience) to entrepreneurial efforts, this study is the first to examine the intersection of women entrepreneurs’ psychological capital and their experience of emotions, particularly in a context of uncertainty. Interviews with 40 women entrepreneurs from a small-scale flower industry in Sri Lanka were conducted and thematically analyzed to examine why some women entrepreneurs are not only able to survive, but also thrive during uncertainty. However, few studies have looked at the issue of how quickly entrepreneurial opportunities are developed, particularly with a focus on how the learning behaviors of entrepreneurs influence opportunity development speed during the entrepreneurial process. In this article, we investigate this important relationship. Specifically, we examine the role of entrepreneurs’ planned and emergent learning behaviors in opportunity development speed. Using a sample of new venture founders, and through the use of ordinary least squares regression and ordered logistic regression, our study suggests that planned learning is associated with faster opportunity development.
