An original panel is used in five EU states – France, Germany, Hungary, Italy and Poland – to explain European attitudes towards three groups of refugees following the 2022 invasion of Ukraine. It is shown that European attitudes to Ukrainian refugees are determined by predispositions to immigration and perceptions of the war and actors involved, with European identity and contact with refugees being relatively unimportant. These findings are validated with dynamic panel models and attitudes towards the Temporary Protection Directive. A ‘spill-over’ effect is further demonstrated, whereby attitudes to Ukrainian refugees positively affect attitudes to Afghan and Somali refugees, and a declining ‘rally-around-the-flag’ effect over time. It argues that rather than fostering EU-level path-breaking measures, the war has brought back the ‘partner state’ in the EU energy realm. This model, which supported the structuration of East-West energy interdependence during the Cold War, envisages direct modes of state intervention and closer government-energy company cooperation at home and abroad. Although the return of the (partner) state is helping Western European consumers by reducing their dependence on Russian gas, it has negative implications. It favours intra-European competition, limits further supranational integration in the energy sector and risks undermining the EU climate goals. This study extends previous single-country studies on the shifting issue content of citizens’ left-right positions in times of realignment to a cross-national European level. Drawing on theories of political socialization and the idea that left-right identities are sticky, I argue that the issue content of citizens’ left-right positions varies with the salience of and polarization around issues at the party level during their formative years. Analyzing ESS data for 12 Western European countries from 2002 to 2018, I find that environmental protection and immigration attitudes are more strongly associated with left-right positions among those born later. In contrast, attitudes towards redistribution are less relevant within more recent cohorts, suggesting a moderate crowding out of old issues. These general patterns are nuanced by differences across countries, in line with historical and persistent cleavage constellations. It examines the case of geographical indications (GIs), an EU labelling system for food and drink based on place of origin and processes of production. Despite features such as diverse national interests and gastronationalism, differentiated implementation has resulted in renewed unified vertical integration. The article identifies three processes: EU legislative requirements encouraging the establishment of producer groups; European Court of Justice decisions which gave priority to quality over cross-border trade; the use of free trade negotiations to alter EU rules. While the integration outcomes are those expected by neo-functionalist analyses, the processes are more institutionally-based.
