Thinking through the rise in pollution levels in Beirut - which has been connected to the increased reliance to diesel-powered generators - the paper argues that the dysfunctional electricity sector and the polluting materiality it generates should be approached atmospherically. The paper shows, firstly, how the chronic state neglect of the electricity infrastructure - the entanglements of corruption, geopolitics, wasta networks, and multiple crises - remains 'in the air' as generators emit dangerous amounts of carcinogenic particles, enveloping Beirut into a toxic atmosphere. Secondly, the paper foregrounds the body's immersion in its aerial environments through breathing. We argue that such immersion constitutes pollution as a form of embodied atmospheric failure, stemming from the state's materialised (in)actions. By elaborating how this neglect permeates daily life - not only through affective entanglements, social inequalities and daily rhythms of power outages, but crucially through immersion in material atmospheres - the paper shows how air is embodied and existential, but also political, constituting a medium that allows pollution to encircle those dwelling in the city. Thirdly, the paper invites us to reconsider infrastructural failure and state neglect by examining how atmospheric pollution becomes an embodied part of city life. This, we argue, raises further questions about the allochronic temporalities of moving air and the challenging political terrain revealed by the aerialisation of infrastructural failure.
","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"44 3","pages":"550-567"},"PeriodicalIF":2.2,"publicationDate":"2025-11-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC13099086/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147785707","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Central among such events is the Arctic Circle Assembly, an annual conference that takes place in Reykjavik in October. This paper uses Arctic conferences in general and the Arctic Circle Assembly in particular to examine transnational and transprofessional knowledge-creation, a process that requires regular interaction across national and professional boundaries. Conceptually, the paper draws on political geography, international relations, and anthropology to investigate interaction, socialization, and sociability in international governance. Empirically and methodologically, it combines participant observation at eight major Arctic meetings in 2022-25 with over thirty in-person interviews with those who organize and attend such events. My principal focus is not on the big picture of the meetings' goals but on the small details of their social milieu. I seek to give a 'peopled' or ethnographic account of the events to foreground the social workings of transprofessional interaction. The question to ask is not only how Arctic networks work and how they matter but also how the Arctic networking events work and how they matter. Beyond the Arctic, the paper advances our understanding of the spaces and practices of international governance.
","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"44 1","pages":"176-191"},"PeriodicalIF":2.2,"publicationDate":"2025-07-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC13086293/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147724507","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The existence, form, and right for nuučaan̓uł to practice fishing, including commercial fishing, is one such flashpoint where relationships with DFO and thus Canada's policy and general orientation to First Nations are strained. Even for huuʕiiʔatḥ, one of the five First Nations signatories to the Maa-nulth Treaty, coming to the table as equal treaty partners has been difficult due to DFO's orientation to nuučaan̓uł fishing rights, the hierarchy of scientific knowledges, and lack of recognitions of legal authorities through hawiłpatak hawiih. Based on our 10 years of research into the implementation of the Maa-nulth Treaty, in this paper we explore the relationship between Huu-ay-aht First Nations and DFO. To do so, we begin by overviewing the process of reserve creation across nuučaan̓uł ḥaḥuułi and how colonial understandings and creations of 'fisheries' played a key role in dispossession. We then turn to our interviews with Maa-nulth First Nations negotiation and implementation teams to explore how reconciliation and fishing rights have emerged through the Maa-nulth Treaty, and how nuučaan̓uł knowledges have been disregarded by the DFO. We conclude by profiling the tensions, strengths, and challenges huuʕiiʔatḥ have experienced in exercising their treaty rights, inclusive of hawiłpatak hawiih, through the Maa-nulth Treaty and specifically with the Department of Fisheries and Oceans.
","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"43 7","pages":"1426-1446"},"PeriodicalIF":2.2,"publicationDate":"2025-05-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC13086292/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147724458","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Diverse forms of socio-political contestation over both fossil fuels and low-carbon shifts imply that the problems that climate policy is positioned against are neither singular nor self-evident. Climate action intersects with complex socio-material settings, which can produce new problems and amplify or refract existing ones (e.g. job losses, inequalities, marginalization). Understanding how this occurs is an urgent challenge which requires interrogating the emergence and evolution of problems on the ground. We examine the case of a proposed coalmine in Whitehaven, Cumbria, the UK's commitment to 'consign coal to history', and what it reveals about the challenges of climate action more broadly. Drawing on 47 in-depth interviews and detailed field observations, we explain how the proposed coalmine invoked, and was inseparable from, many other issues including austerity, old and new extractivisms, environmental degradation, nuclear development, socio-spatial disparities, planning system deficiencies, and a widespread sense of being left behind. This shows how attempts towards climate action are inextricably embedded in broader problem-complexes that evade established policy domains and agendas (e.g. energy security, net zero). Other (often peripheral) problems which may or may not become policy problems nevertheless structure opportunities and/or obstacles for ambitious climate action, challenging the compartmentalization of climate policy problems and solutions.
","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"43 7","pages":"1350-1368"},"PeriodicalIF":2.2,"publicationDate":"2025-03-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC13086291/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147724487","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Through the lens of three empirical cases-registration in the Eurodac system, registration in the framework of the European temporary protection directive, and national registration of migrants on Hellenic islands-we explore what we term \"noncitizenship-territory couplings.\" The article develops the concept of \"registration as attachment\" to describe how sociotechnical procedures establish relationships between noncitizen subjects, mobility rights, and territorial space. We therefore ask how registration infrastructures couple territory and noncitizenship in Europe in different ways-that is, how such couplings shape the movement of people, enact territories, and endow spatial rights or restrictions. We argue that new and partial couplings of noncitizenship and territory are produced-the \"containment coupling,\" the \"facilitation coupling,\" and the \"detainment coupling.\" Each follows specific registration dynamics, enacts different territorial patterns, and simultaneously shapes migrant mobility and their rights. By situating the article at the intersection of science and technology studies, human geography, and citizenship studies, we wish to contribute to the growing literature on the performative effects of infrastructures in border and migration governance. At the same time, our intervention encourages further analysis of the varied spatialities of states and sovereign power that move beyond current discussions about denationalization and deterritorialization.
","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"43 7","pages":"1294-1313"},"PeriodicalIF":2.2,"publicationDate":"2025-02-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC13086290/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147724515","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Drawing from focus groups, in-depth interviews with street traders and urban governance actors, we argue that as urban authorities in Harare become obsessed with defending modernity, they implement aggressive urban policies aimed at eradicating street traders' livelihoods. These violent measures are often differentially experienced with 'street vending mothers', the elderly and those with disabilities bearing the brunt of Harare's authoritarian spatial governance. Alternatively, the city has also experimented with what we call governing through 'spatial containment', aimed at 'taming' street traders and transforming them into formalized entities. We demonstrate that despite its noble intentions, such a policy approach has unintended outcomes for street traders since it undermines the organic attributes of their trade: operational flexibility, spatial mobility and proximity to customers. Despite the negative implications of policy interventions, street traders' associations struggle to champion the collective voice of informal traders due to their organisational fragmentation, unfavourable political environment and existing structural constraints. This study contributes to the broader scholarly debate on urban informality, governance, and socio-economic justice in developing country contexts. Based on our findings, we call for a paradigm shift in policy and governance approaches, advocating for inclusive urban planning, dialogue, and recognition of the socio-economic contributions of street traders.
","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"43 5","pages":"917-936"},"PeriodicalIF":2.2,"publicationDate":"2024-11-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC13086289/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147724438","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The post-truth era is dominated by two forms of informational praxis: misinformation and disinformation. Through the archival record of civil rights organizations, we argue we should not see the present era of post-truth politics as new but instead see it as part of a more prolonged struggle over white supremacy and the broader effort to contain challenges to the US economic and racial order. By contextualizing the geography of post-truth politics, the strategies and tactics civil rights groups use to counter white supremacist lies are important to understand, especially in an era where social media can spread lies and disinformation at lightning-quick speed. Thus, we also explore how civil rights organizations challenged disinformation and the control and suppression of information perpetuated by those in power.","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"3 1","pages":""},"PeriodicalIF":2.7,"publicationDate":"2024-09-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"142259747","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The prioritization of economic growth and capital accumulation within most democratic organizations and institutions encourages limitless economic expansion while ignoring or disregarding the earth’s ecological vulnerability in multiple crises (economic, social, ecological). Commoning presents an alternative political strategy to respond to these crises, particularly when it is based on transformative practices of collective care. In this paper, we investigate how an anti-mining community in Skouries, Greece, opposes the imposition of a large-scale mining project by forming a commons initiative. We introduce the concept of election commons, which was designed to allow the anti-mining community to claim institutional power at a local level. This concept is argued to provide valuable insights into how collective care sets the foundations for the renewal of democracy, allowing an alternative relation to the environment and playing a strategic role in connecting different geographical scales of politics. We claim that commoning can enable a more fitting political strategy for the Anthropocene while highlighting the case of decision-making at a national and international level benefiting from local politics.","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"21 1","pages":""},"PeriodicalIF":2.7,"publicationDate":"2024-09-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"142182219","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Geographic scholarship on community has yet to conceptualize its usage in this movement, and existing literature tends to critique conceptualizations of community-as-political-resistance by demonstrating a given community’s exclusionary practices and reasserting a liberal politics of inclusion. This article combines analysis of activist literatures from the liberatory harm reduction and transformative justice movements with elements of Jean-Luc Nancy’s philosophy to offer an understanding of community as a shifting and provisional spectrum of relations at once structural and intimate, thus challenging its prevailing figuration as a form of enclosure mediated by the terms of inclusion and exclusion. Drawing on archival work into informally circulated, praxis-based ephemera from movements under the umbrella of police abolition, I conceptualize an abolitionist understanding of community at the juncture of ‘communities of exposure,’ formed along a structurally-produced spectrum of exposure to the harms of white supremacy, settler colonialism, and cis-heteropatriarchy, and ‘community as exposure,’ the condition of relationality that resists enclosure and, in understanding our essential vulnerability to one another as a resource for care, refuses the notion that police could sanitize community of its risks.","PeriodicalId":48108,"journal":{"name":"Environment and Planning C-Politics and Space","volume":"32 1","pages":""},"PeriodicalIF":2.7,"publicationDate":"2024-09-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"142182220","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
