It argues that Turkey’s somewhat balanced policy in the war, trying to please both Ukraine and Russia, stems from three main considerations. First, Turkey’s economic and strategic asymmetric interdependency (in Syria) on Russia prevents Turkey from taking actions that might run against Russian interests in the war in Ukraine. Second, Turkey’s balanced attitude legitimizes Turkey’s position to undertake mediation efforts to end the war, fulfill the global leadership role envisioned by the JDP-led Turkey, and also has the potential to garner Turkey some Western recognition, which might not be domestically translated. Finally, the balanced attitude is also a well-poised strategy for Turkey to garner a stake in the post-war reconstruction of Ukraine.","PeriodicalId":47695,"journal":{"name":"Globalizations","volume":"20 1","pages":"1214 - 1226"},"PeriodicalIF":2.5,"publicationDate":"2023-07-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42025610","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The first two miracle counterfactuals – criticizing the 2014 Crimea annexation and warning against the 2022 invasion – would not have changed Putin’s mind. The third miracle counterfactual of Chinese opposition to the invasion would have hastened the end of the war. The fourth, plausible world counterfactual requires China to reduce material support for Russia and would have made Putin realize the desirability of a peaceful settlement. China’s influence on Putin was limited, and it could not have prevented the war. I nevertheless use counterfactuals to highlight possible alternative worlds of Chinese policy and suggest potential roles China could have played in the Ukraine war.","PeriodicalId":47695,"journal":{"name":"Globalizations","volume":"20 1","pages":"1202 - 1213"},"PeriodicalIF":2.5,"publicationDate":"2023-07-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47621803","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Our differences indicate how background assumptions, anticipations of possible and likely futures, and normative assessments of the present actions are intertwined. Apart from warning about the escalatory potential, HP stresses the immense human and socio-economic costs of the war. He proposes that negotiations for a peace deal could revolve around concepts such as a ‘demilitarised zone' and an ‘UN-managed territory'. TF expects a protracted war going on for several years because the conditions for a just peace are absent. At this point, our dialogue turns towards uncovering and criticising some of each other's background assumptions and discussing the available evidence about who can be trusted. Here we see a possible role for third-party facilitators and mediators. Brazil, China, India, or Turkey may be decisive in terms of mediating the conflict and facilitating an agreement.","PeriodicalId":47695,"journal":{"name":"Globalizations","volume":" ","pages":""},"PeriodicalIF":2.5,"publicationDate":"2023-06-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49397070","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Since the conflict began, Brazil was governed by two sharply contrasting administrations, neither of which clearly aligned with one side of the conflict. It is argued, however, that while Bolsonaro assumed an inert attitude, Lula undertook a proactive non-alignment. As proposed by this forum, this article presents three counterfactuals, exploring how the Brazilian position could have been different, and outlines future perspectives based on three uncertainties: (1) will Brazil be recognized as a viable mediator? (2) will Brazil explicitly choose a side in the conflict?; (3) will Brazil continue to be engaged with this agenda?","PeriodicalId":47695,"journal":{"name":"Globalizations","volume":"20 1","pages":"1227 - 1240"},"PeriodicalIF":2.5,"publicationDate":"2023-06-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44509481","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":2,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
