To date , more than 14.5 million people have been involved in it . The legalization of labor relations is put forward as a task, the solution of which is aimed at improving the national security of Russia. To develop the most effective measures to reduce the level of informal employment, it is necessary to have an idea of its structure and trends of its changes. The article examines the distribution of the shares of those involved in the informal sector depending on demographic characteristics, level of education, status, main activities and geographical location. An analysis of the data provided by Rosstat allows us to conclude that about a third of the informally employed are young people (no older than 34 years). More than half of the men working in this sector make up this age group. Pensioners and pre-retirees are more represented by women. The share of people with higher and secondary vocational education in the structure of the informal sector is increasing every year. The vast majority of people involved in the sector under study (94 %) consider working in it as the only source of income. In addition, the number of employees increases annually and the number of self-employed decreases. About 80 % of all workers in the informal sector are employed in 5 areas (manufacturing, agriculture, construction, trade, transportation and storage). There is a discrepancy between the specific weight of individual industries in the structure of the informal and formal sectors. Finally, the regions of Russia vary greatly in the share of informally employed in the overall employment structure. Budget revenues are the most important part of the state life support system at all levels of government.
 The article provides a list of activities, including the analysis of sources of information on the income of the consolidated budget of the Russian Federation, which made it possible to ensure the comparability of data for the historical period under consideration, as well as to detect a discrepancy between the data of Rosstat and the Treasury of Russia.
 The article presents reliable comparable actual data on tax revenues, non-tax revenues and gratuitous receipts to the consolidated budget of the Russian Federation for 1991–2021. From the perspective of innovative development, the dynamics of changes in the number of developed advanced production technologies by type of economic activity (total) in the Russian Federation for the period 2017–2021 is presented. It is shown that there is an increase in the number of advanced production technologies developed, which was not adversely affected by the external conjuncture. In view of the importance of human capital from the point of view of public health, the share of extra-budgetary investment in the development of sports on the scale of the federal districts of the Russian Federation for 2021, as well as the dynamics of the population (3–79 years) engaged in physical culture and sports for the period 2017–2021 is given. According to the author’s approach to the study of human capital development, the regions of Russia were certified using 12 classification features taken from the websites of Rosstat and the Ministry of Sports. The research method was an effective and creative method of cluster analysis based on neural networks — an essential section of artificial intelligence with the use of information technology. The result of neural network modeling was the differentiation of the regions of the Russian Federation into 6 clusters. The architecture of cluster formations is presented, reflecting the detailed entry of Russian regions into clusters. The average values of the considered indicators of human capital development in clusters and their average values in Russia are given. The analysis of the development of human capital in the regions of the Russian Federation through the prism of cluster formations was carried out, which showed its different level of development according to the totality of the studied indicators. Taking into account the systematic approach aimed at balancing and improving the development of human capital in the regions of Russia, the research method using artificial intelligence and the results presented in the work have practical significance. They can be effectively used in strategic planning of the development of Russian regions for the coming periods. It is noted that combined financial statements are becoming important for investors, due to the sanctions policy of the external environment, which required changes in the designation of the ultimate beneficiaries of corporations and holdings. Changes in the organizational structures of large holdings and corporations are primarily associated with the division of business into separate economic entities, legally unrelated to each other, which entails the need to determine the value of total assets and determine the results of groups of companies, legally unrelated to each other, but which are under common control or perform a joint important national economic task (e. g., a government contract, including a government defense order) or investment (e. g., a government contract, including a government defense order). The audit of combined financial statements is governed by auditing standards, which provide for the preparation of financial statements in accordance with special rules.
