Image and imagination in visual discourses on digital farming in Austrian media","authors":"Ernst Michael Preininger","doi":"10.1080/04353684.2023.2261132","DOIUrl":"https://doi.org/10.1080/04353684.2023.2261132","url":null,"abstract":"Using qualitative discourse analysis methodology, the article contributes critical analysis of visually mediated photographic representations of the multi-layered ‘digitization’ concept related to agriculture. In the sample of Austrian print and online media, novel digital farm technologies are mainly presented as a hope to transform food systems to help tackle challenges such as alleviation of heavy work load, foster competitiveness, or support sustainable rural development. Based on perspectives of Visual Geographies and sociologies of expectations in science and technology, the Austrian case shows that the media communication using images of agricultural technologies rather uncritically reproduce societal norms and expectations of how technologies provide solutions, often without specifying systemic complexities, risks and alternative approaches. In addition, it highlights the decisive role of expectations and the prominent role of private developers, affecting the creation of future paths of technology use in agriculture even in regions which are spatially and economically relatively unsuitable for widespread use of large, expensive digitally enhanced machinery like in many Southern parts of Austria. Yet, recent studies problematize citizen participation in planning for resilience, indicating the need for closer research on surrounding processes and the limits planners face in leading participants to sustainable outcomes. Providing a basis for cross-case learning, the paper examines five urban planning projects in Northern Europe that attempted to involve stakeholders in enhancing urban resilience via nature-based solutions. Considering structural factors that limit planners’ agency in the Nordic and (post-socialist) Baltic context, the results convey tensions between inclusivity and resilience as common challenges across cases that manifest in conflicts over landscape aesthetics, neoliberal contestations of space, and diverting priority setting of stakeholders. Despite its importance, surprisingly little is known about how the underlying policy-making process affects the direction of regional strategies, i.e. the priority areas that regions aim to promote. As a consequence, the underlying reasons why certain regions have difficulties in developing adequate future-oriented strategies remain concealed. The purpose of this article is to provide a framework to unpack the policy-making process of regional strategy development and link it to the policy outcomes.
