{"title":"The Quota System as a mechanism of positive discrimination in the implementation of the principle of equality","authors":"","doi":"10.58869/ejabm9(3)/02","DOIUrl":"https://doi.org/10.58869/ejabm9(3)/02","url":null,"abstract":"Purpose : Leading the idea of human dignity, equality describes an artificial construction whose implementation transcends its identical application on citizens as far as their particularities give rise to inequalities in this treatment. The recognition of the need to proportionally share benefits in this implementation builds policies of «affirmative actions» aimed at suppressing the imbalance of opportunities suffered by excluded group in a more accelerated manner. The greater dimension of their segregation encouraged the states to embark on quota systems by legalizing minimum percentages of occupancy of services by these groups, guaranteeing their active participation in society. This article seeks to understand which characteristics inherent to excluded groups encourage the implementation of quota systems, as well as the area of society in which they affect. Methodology: We used a quantitative methodology based on meta-analysis, which combines qualitative research carried out on a given topic in order to analyse, systematise and compare knowledge, results and conclusions (Bicudo, 2014) with greater precision (Costa, 2022). The meta-analysis carried out on the subject of the quota system as an instrument of positive discrimination began by inserting the expression 'quota systems' into the Google Scholar search engine, duly accompanied by the code 'allintitle' for the purposes of containing results, and the English language was selected for its invocation in an attempt to achieve greater international diversity. Results : It was found that, although they tend to address socio-economic issues to circumvent any ethical issues that may arise from their implementation, quota systems tend to dedicate their quotas to gender issues in politics, to the disabled population in the labour context and to different ethnic backgrounds in universities. Originality : This article contributes to the theoretical understanding of this subject by organising conceptual, philosophical and historical knowledge in the construction of the path behind the motivations inherent in the implementation of a quota system. The practical contribution lies in the presentation of a global panorama of its group and societal impact, in order to better understand these motivations. Subsequently, many countries have embraced performance measurement models in public sectors. Hence, the aim of this study is to investigate the effect of performance appraisal feedback on public sector employees’ work performance among Lagos Skills Acquisition centre staff as well as examine the moderating role of work motivation. Design/methodology/approach : To achieve this, the study administered questionnaire on 231 participants through simple random sampling but only 205 filled and returned their copies of the questionnaire. The data collected was then analysed using descriptive, correlation, regression and process regression techniques. Findings : The analyses revealed that performance appraisal feedback significantly affect employees’ work performance as well as their work motivation. However, the relationship between performance appraisal feedback and employees’ work performance was not moderated by work motivation. Practical implications : The study therefore suggest the need to always attach immediate reward to outcome of performance appraisal to provide motivation for public sector employees. Originality/value : The research contributes to knowledge by specifically investigating effect of performance appraisal feedback on employee’s work performance among Lagos skills acquisition centres staff and the moderating role work motivation. This is the first empirical study to combine the three variables of performance appraisal feedback, employee’s work performance and work motivation as a moderator among public sector employees. Findings : Based on the study carried out and the analysis of the data obtained, it was possible to extract that there are positive relationships between Attitude towards behavior on Entrepreneurial Intention, on Perceived behavioral control on Entrepreneurial Intention, on Entrepreneurial Courses on Attitude towards behavior, on Entrepreneurial Courses on the subjective norm, from Entrepreneurial Courses on Perceived behavioral control, from Perceived University Environment on Attitude towards behavior, from Perceived University Environment on the subjective norm, and from Perceived University Environment on Perceived behavioral control. The relationships of Entrepreneurial Courses and Perceived University Environment on Entrepreneurial Intention were also analyzed and mainly indirect effects were verified, and there is a positive relationship between Entrepreneurial Courses and Perceived University Environment on Entrepreneurial Intention. Originality/value : To answer the question “Do Entrepreneurial courses and the university environment influence entrepreneurial intention in Portugal?” and to offer a new contribution to the scientific community and Portuguese higher education institutions, the data collected through the GUESSS 2018 questionnaire was analyzed. Methodology: For the development of this paper the meta-analysis methodology was used, which is based on the review of three current articles of indexed category that contain a large number of reviews of at least five years ago, in such a way that two of the articles are in favor of the realization of this type of research projects and one is against or does not show much favorability to this event. Results: The expected results are oriented towards the generation of a worldwide review, as well as the design and approach of a software that allows the interactive consultation of farmers in a friendly way and they can know what types of products are in high demand worldwide.
