Due to mothers’ disproportionate responsibility for unpaid care, women are particularly affected by the new conditionality regime for parents who have the primary responsibility for the care of dependent children. This article draws upon qualitative longitudinal research with twenty-four mothers subject to the new conditionality regime to analyse the gendered impacts of this new policy and whether there is variation in experiences according to social class. The analysis demonstrates that the new conditionality regime devalues unpaid care and is of limited efficacy in improving sustained moves into paid work. It also shows that the negative gendered impacts of the conditionality within Universal Credit are at times exacerbated for working-class mothers.","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"5 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2024-02-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140025346","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We propose the term ‘maternal activation’ to describe how homeless mothers as a group are subject to, and yet repurpose and resist, specific forms of social control characterising neoliberal paternalistic welfare structures. Drawing on a Critical Discourse Analysis of semi-structured interviews with fifty-four frontline homelessness workers, and eighteen homeless mothers, within the newly conditionalised Welsh homelessness system, we argue that homeless mothers have distinct experiences of neoliberal welfare governance. They navigate contradictory demands of attentive caregiving and economically engaged citizenship, amid devaluation of care created by a neoliberal emphasis on entrepreneurialism. However, performing intense motherhood offers strategic advantage for homeless mothers by enabling them to be read as ‘legible’. This highlights the utility of motherhood as a framework to understand welfare citizenship.</p>","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"21 3 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2024-02-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139969469","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using semi-structured qualitative interviews, the study investigated keyworker perspectives on effective elements of programme design, and what made the critical difference for those who did move into employment. Echoing previous research, findings confirmed the value of a holistic and personalised approach founded upon a consistent and long-term relationship of trust and support, through which programme participants developed the confidence and self-belief that was critical to progression towards employment. However, critical attention to the keyworker perspective offers novel insights, bringing to light challenges in defining role parameters and maintaining personal-professional boundaries in the interests of keyworkers and programme participants. We contribute to the body of research on employability practitioner perspectives, revealing that the strengths of person-centred support may simultaneously present tensions and wellbeing risks, where role parameters are very broadly defined.","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"31 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2024-02-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139951195","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, such concerns have not focused on Gypsy/Traveller communities and their accommodation on local authority and private sites. Politically, the Scottish National Party (SNP) and the Scottish Greens have been in favour of providing and funding site/pitch upgrades, including developing new site locations. These suggestions have been controversial, and reactions have been debated, not least by local councillors and the media. Drawing on the work of Kristeva (1982) and Tyler (2013), this paper argues that one explanation for understanding responses to Gypsy/Traveller sites is via the concept of (social) abjection. When examining local contexts, spatial locations, and the environmental circumstances of local authority sites, much work is still to be done in challenging instances of environmental and health injustice and anti-Gypsy/Traveller prejudice in Scotland.","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"34 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2024-02-16","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139763695","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In Sweden, public opinion is generally negative even in the context of the Covid-19 pandemic, and it is barely discussed on the public policy table. On the other hand, in South Korea, public opinion is not as negative as in Sweden, and basic income is actively raised as policy agenda. Our study based on survey results reaffirmed the contrasting attitudes of the Swedish and Suth Korean people regarding basic income and related tax increase. The basic income could appeal to the people in South Korea. On the contrary, there is little room for the introduction of basic income in Sweden. The analysis also revealed similarities within the difference. Those with high income, political-right orientation, high protection against income loss, and high tax burden would be more unfavourable toward introduction of basic income no matter which country they live in.</p>","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"3 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2024-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139590379","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The extent to which these sanctions-induced calamities have affected Iranian older adults’ material well-being remains unknown. Meanwhile, inadequate institutional support for the disadvantaged older population may worsen their precarious economic well-being. We use household-level surveys and quantile regression analysis to explore changes in Iranian older persons’ material well-being during the sanctions era. We also examine whether Iran’s pension system has alleviated the adverse effects of economic sanctions. Our investigation indicates that older adults’ material well-being decreases during sanctions. However, those without pension coverage are economically more vulnerable compared with pensioners. Among the non-pensioners, low-income and low-consumption ones are susceptible to relatively more considerable material well-being losses. To protect these vulnerable groups, policymakers should implement appropriate policy interventions, such as expansions in non-contributory anti-poverty schemes.","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"4 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2024-01-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139581110","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article presents the findings of a constructivist grounded theory study concerning the lived experience of long-term unemployment, welfare recipiency and community placement in activation schemes in Ireland, with a focus on the positive effects that participating in such schemes had on participants’ subjective well-being. For the participants in this research, community placement signified change, respite, and recovery that improved their subjective well-being by creating an experience that counteracted the draining experience of long-term unemployment and welfare recipiency. This study brings new elements to the discussion on the role of activation in promoting/diminishing the subjective well-being of the long-term unemployed.","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"3 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2024-01-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139581114","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This has stimulated a growing body of research on the change of China’s welfare governance. This article focuses on a topic that needs to be added, which is the variation of contracting across different service sectors and the operation of the policy in meeting the needs of marginal people. Based on policy analyses and in-depth interviews, we examine services contracting in the sectors of disability and Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS). We found a lack of services provision for the marginal groups in the general contracting of public service. Between the two sectors, we found variations in their definition of welfare services, institutional settings, and specific contracting practices. We argue that while contracting is often seen as a new welfare governance mechanism, it fails to revitalise social services and reproduces welfare inequalities across different groups in China.","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"118 29","pages":""},"PeriodicalIF":1.5,"publicationDate":"2023-12-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"138958373","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The aims of this research are to estimate the overall costs to the State of providing care, and to identify sub-groups of carers with relatively greater costs to the government who may need more support. We used waves eight to ten from the United Kingdom Household Longitudinal Survey and performed two-part Generalised Linear Models and Propensity Score Matching. We found that providing care is associated with excess and potentially avoidable costs to government in terms of forgone earnings-related tax revenue, welfare benefits, and health service use. Older carers have lower healthcare costs, indicating, perhaps, issues related to accessing to services due to their role (as they may neglect their own health, worry about safety and costs of public transport). Older carers were also found to have lower levels of welfare benefits, suggesting challenges associated with applying for support (such as navigating cumbersome application processes and stigma-related barriers).</p>","PeriodicalId":47397,"journal":{"name":"Social Policy and Society","volume":"247 1","pages":""},"PeriodicalIF":1.5,"publicationDate":"2023-12-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"138817391","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
