In light of discursive institutionalism, which emphasises the significance of ideas and discourse in institutional formation, continuity, and change, this study aims to offer an alternative explanation for the international proliferation of tc s by examining the role of ideational power and the dynamics of continuity and change in their institutional construction from the mid-1980s to the early 2000s. It analyses how particular agents, such as human rights movements, political leaders, and transnational discursive coalitions, construct, disseminate, and transform the idea of tc s in a historically and socially given context. The first volume surveys the essence of political research and philosophical aspects of social science, the grand debates in IR and the main approaches—realism, liberalism, and Marxism. It also reviews critical IR theory and examines the importance of international political economy in the discipline of IR. The second volume, which is a collection of essays written by six different US and European scholars, is organised in five different sections and focuses on a broad range of grand approaches to IR and middle-range theories. The former include constructivism, the English School, postmodernism and poststructuralism, feminism, and green theory; the latter deal with a broad set of frameworks, such as behavioural, psychological and integration theories, theories of foreign policy, cooperation, alliances, and international organisations. {"title":"The War in Ukraine and Arab Gulf States’ Foreign Policy Shifts","authors":"Fatiha Dazi-Héni","doi":"10.1163/21967415-10020007","DOIUrl":"https://doi.org/10.1163/21967415-10020007","url":null,"abstract":"Abstract This paper discusses geopolitical shifts in the international order with regard to divergent perceptions and interests on the war in Ukraine between western states and the Gulf Cooperation Council states ( gcc ), specifically the Kingdom of Saudi Arabia (KSA) and the United Arab Emirates (UAE). These two leading gcc states now prioritise their own national interests by valuing multipolar partnerships, rather than solely relying on strong strategic ties with the West and US. The article aims to explore to what extent the war in Ukraine reveals a new phase in the power balance between the west and the Arab Gulf states. The initial outcomes of the war have already weakened Russia’s global status and forced Moscow to redirect its strategy towards the east, particularly China. This has also led to increased military cooperation between Russian and Iranian, as well as a rapprochement due to the weight of western economic sanctions imposed on both states. Concurrently, China’s significant role in world policy has become more evident through its direct political involvement in the restoration of Saudi-Iranian diplomatic relations, as seen in the agreement signed in Beijing on 10 March 2023.
