The sector involves the day-to-day delivery of services that are vital to protecting public health and the environment. Regular and reliable waste management services underpin quality of life in municipalities, and contributes to Armenia’s attractiveness as a place to live, work and invest in. Integrated waste management comprises complex and inter-linked services, from cleaning of public spaces, collection and transfer, and recovery and disposal. Waste is highly diverse in nature and composition. Most products purchased and consumed will eventually give rise to waste of some kind, from municipal solid waste (generated from households, commercial, and institutional sources), to construction and demolition waste, end of life vehicles, health care waste, batteries, and electronic waste. Significant progress has been made in Armenia in recent years, with collection service nearing universal coverage of the population. A significant number of unauthorized waste disposal sites have been closed over the past few years. Still, in many areas, the waste sector in Armenia is not performing well enough when compared to the best international standards. TSFn contains mixed waste material from mining processes inn liquid or slurry form and must be responsibly managed ton prevent impacts on human health and safety, the environment,n and other infrastructure. However, TSFs have historicallyn suffered more problems than water storage dams.n Internationally, TSFs have a historical long-term average ofn more than one major incident or failure per year. To managen mining facilities responsibly, the TSF owner must understandn the physical and chemical risks associated with the TSF andn implement controls to reduce risks relating to potentialn health, safety, environmental, societal, business, andn economic impacts in line with regulations. Internationaln organizations, regulators and industries have developedn guidelines to aid owners in the management of TSFs. Thesen guidelines were used to develop this Technical Note. But his jurisprudence has yet to be systematically described. Although superficial accounts have been offered, they diverge widely. To some commentators, for example, Justice Alito is a methodological pluralist or “newer textualist,” though to others he is an originalist of the same or similar stripe as Justice Antonin Scalia. Yet Justice Alito’s jurisprudence cannot so neatly be identified with these or other competing descriptions. \u0000 \u0000This Article is the first systematic account in any legal publication of Justice Alito’s jurisprudence. It analyzes nearly three dozen of Justice Alito’s opinions to demonstrate that three themes characterize his jurisprudence: (1) a fact-oriented approach in which fact is distinct from doctrine; (2) an implementation of “inclusive originalism,” under which a judge may evaluate precedent, policy, or practice, but only if the original meaning of the constitutional text incorporates such modalities; and (3) a strong presumption in favor of precedent and historical practice. \u0000 \u0000Justice Alito’s jurisprudence is largely consistent with Burkean Conservatism. The three themes of Justice Alito’s jurisprudence follow the two features of Edmund Burke’s philosophical method of approaching political questions. First, Justice Alito’s distinction between fact and doctrine acknowledges both the Burkean rejection of abstract theory and the necessity of placing factual circumstances before principle and theory.
