By using employee-employer matched panel data, this study found that only a small number of high-growth firms (HGFs) created the majority of new jobs, while other firms reduced their employees in response to the economic challenges. SME HGFs, on the whole, have a tendency to hire people with high human capital. However, a group of HGFs exhibits a different hiring pattern, specifically targeting marginalized individuals in the labor market. Micro-firms that show one time sharp growth are more likely to hire middle-aged unemployed women and provide them with secure and well paying positions. These findings highlight the significant role of incumbent micro-HGFs in job creation and inclusive growth, emphasizing the need for increased attention from policy circles.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"37 1","pages":"440 - 461"},"PeriodicalIF":1.6,"publicationDate":"2022-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44444329","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The variety of ‘left behind’ places, however, also includes peripheral and non-urban regions, prompting actors across different scales to seek arrangements for those places outside the city-regional paradigm. This paper provides insights into these processes through tracing the emergence of two new and overlapping spaces of governance in the largely rural South of Scotland, and across a larger area also including the far North of England. While driven by top-down priorities of the centre, new spaces are created through political processes contested across multiple scales, layered onto existing arrangements. These episodes demonstrate how regional actors exercise agency in shaping governance arrangements by articulating regional problems, and proposed responses, with political concerns of the centre. They also indicate the potential for dominant approaches, based on city-regional imaginaries, to be challenged. New regions offer at least the potential for actors in the periphery to secure resources for place-based development, within a fragmented and competitive landscape. They may however prove to be transient, requiring ongoing coupling of regional and central interests to be maintained.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"37 1","pages":"421 - 439"},"PeriodicalIF":1.6,"publicationDate":"2022-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43221117","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

While extensive research has been undertaken regarding determinants of CFDI, little is known about the actual outcomes of CFDI in recipient countries. Based on a sample of 22 countries over the period 2003–2018, our results identify that while general flows of FDI exhibited positive impacts on host countries’ economic growth, CFDI had a negative effect on host country economic growth. From the host country perspective, given the emphasis that is placed on FDI as an instrument of growth and development, our findings raise questions about what host countries are actually gaining from CFDI and the potential implications of whether pursuing the ‘Beijing Consensus’ as opposed to the ‘Washington Consensus’ is really in the long-term interests of countries.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"37 1","pages":"507 - 525"},"PeriodicalIF":1.6,"publicationDate":"2022-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42056559","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is also of deep concern to businesses, employees and the organisations that represent them. Much of the focus, particularly at policy level, has been on the potential of this transition to create new jobs especially through the growth of renewable energy and clean technology. In this paper, we argue that this focus on 'green jobs', and in particular new green jobs, grossly underestimates the skills needs of a future workforce able to deliver a transition to a more sustainable low-carbon economy. The focus of this study is to gain an understanding of what skills are required to support the transition beyond these sectors. It critically reports on the results of a series of in-depth interviews with senior managers in key organisations within Cambridgeshire and Peterborough, UK. It sheds a light on the significant employment transitions taking place in organisations who are not specifically focused on delivering 'green' products or services. It finds widespread acknowledgement of the importance of a green recovery, albeit predicated by economic growth. The key skills needs reported, at all levels were likely to be 'soft' transferrable skills rather than 'hard' technical skills. COVID-19 was recognised as both a disrupter and as a catalyst for a green transition.</p>","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"37 1","pages":"481-506"},"PeriodicalIF":1.6,"publicationDate":"2022-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9902802/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44012308","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, innovation studies demonstrate that innovative solutions, for example, in form of social innovation are generated by a wide variety of creative, social, or cultural actors with little or no integration of HEIs. Several regions and countries, therefore, recently set up innovation strategies that foster new forms of collaboration among societal actors and HEIs. The German Ministry for Education and Research developed the ‘Innovative Hochschule’ programme for initiating and testing new knowledge transfer instruments of HEIs to reach out to and interact with a broader society. Within this scope we developed ‘Innovation Salons’ as an instrument for dialogical knowledge transfer that helps regional HEIs to tie in with and unfold agency in ongoing regional (social) innovation processes. This paper introduces a pilot Innovation Salon as a potential approach for how HEIs may reach out to a-typical innovation actors for shaping social and problem-centred regional innovation processes. Key conclusions underline the importance of scouting for ongoing processes of generating novel regional solutions and of curating the interaction between social society actors and HEIs.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"37 1","pages":"526 - 538"},"PeriodicalIF":1.6,"publicationDate":"2022-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44659685","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It has been incorporated into national development plans. In South Africa, it is incorporated into local economic development (LED) plans. The LED strategy for the City of Mbombela Local Municipality includes the development of a tourism route in the former Umjindi Local Municipality. Through the application of the descriptive research design, we use the Likert scale to investigate perceptions of the community around the area where the tourism route is proposed. A sampling frame was developed by listing all the 224 households who live in the section of the road covered by the tourism route. From the 224 households in the sampling frame, a simple random sample of 89 households was drawn using the SPSS random number generator. A structured questionnaire was used to solicit the perceptions of respondents concerning the economic, socio-cultural, environmental and infrastructural attributes of the tourism route. Although they need to be interpreted directionally, most of the economic, socio-cultural and environmental attributes were significant. Of the infrastructure attributes electricity and water supply were significant. Generally, respondents had positive perceptions of the tourism route. Therefore, we strongly recommend the development of the tourism route with the caveat that sustainability issues need to be paid attention to.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"37 1","pages":"462 - 480"},"PeriodicalIF":1.6,"publicationDate":"2022-09-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41691993","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We measure poverty using income and asset-based approaches. Our regional comparison of the social structure of the poor shows that poor people in rural areas are more likely to be of retirement age. Among the workforce, the share of poor is larger for those who work in agriculture compared to those working in industry or the service sector. In urban areas, the poor are more often freelancers and people of foreign origin. Despite where they live, people with little education, single parents, and people working in gastronomy/tourism are disproportionately often poor. We then use a random forest based variable importance assessment to clarify whether the importance of poverty risks factors differs in urban and rural locations. It shows little regional differences among the major poverty risk factors, and it demonstrates that the opportunity structure, like density of workplaces or aggravated access in mountain areas, seem to be of minor importance compared to risk factors that relate to the immediate social situation.</p>","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"37 3","pages":"169-193"},"PeriodicalIF":1.8,"publicationDate":"2022-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9253928/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"40579783","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using a case study strategy, this research employs online qualitative research. Creative hub development is explained as a result of 'entrepreneurial placemaking', forming the main contribution of this article. This term subsumes multi-layered exchanges. 'Entrepreneurial placemaking' is conceptualised as continuous becoming, and illustrated by <i>Remote's</i> adaption processes to lockdown phases. <i>Remote</i> is turned into a stage for digital placemaking during the COVID-19 lockdown via the 'open dance practice' service provided by a performance dance artist. Findings highlight that to enact entrepreneurial placemaking, creative professionals need to draw upon adaptive capacity, which includes the ability to develop exchange relationships and business-related digital skills. Despite their popularity, we know little about how makerspaces actually support entrepreneurship and innovation and even less about how they advance the goals of environmental sustainability and social inclusion, particularly in the Canadian context. In an effort to redress these gaps, this paper uses a unique database of makerspaces, complemented with findings from in-depth case studies, to examine the practices of makerspaces in southern Ontario (Canada). Our study finds that while makerspaces offer access to technologies and basic skills training, we find limited evidence that makerspaces generate the promised economic or social outcomes so often attributed to them. Moreover, we find very limited evidence that makerspaces actively seek to be socially inclusive in their membership and programming or encourage environmentally sustainable practices. In other words, the potential of makerspaces, in their current form, to contribute to more inclusive and sustainable forms of local economic and community development is not yet fully realized.</p>","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":"36 3","pages":"205-223"},"PeriodicalIF":1.6,"publicationDate":"2021-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1177/02690942211013532","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"39518585","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, the capacity, viability and competitiveness of rural-based businesses to engage in supply chains serving mobile labour may be undermined by limited attention to how businesses manoeuvre downturns while maintaining a level of readiness to recover and scale-up in order to meet emerging mobile workforce needs. Drawing upon interviews with businesses in Fort St. John, British Columbia, Canada, our research uses the concept of resiliency to examine challenges and strategies associated with business capacity and agility to scale-up and scale-down in response to changing economic conditions associated with large-scale mobile workforces and related economic sectors. Our findings suggest that the capacity to scale-up and scale-down is shaped by capital, human resource and infrastructure strategies, inventory management and contract management strategies.
